Approval and execution by the County Administrator of Change Order No. 2 with Hubbard Construction Company for Fiscal Year (FY) 2025 Pavement Preservation - Package 1.
• The original award was approved by the Board of County Commissioners on September 9, 2024.
• Change Order No. 2-Final has been tabulated, resulting in an increase of $174,447.04 which is the difference between preliminary estimated and final quantities used.
• The project was substantially completed on September 15, 2025, and obtained final completion on January 14, 2026; 121 days were added due to additional work authorizations issued by the County. Liquidated damages do not apply, as the County received substantial and beneficial use on September 15, 2025.
• Change Order No. 1 increased the contract by $2,491,934.04 for a revised not-to-exceed amount of $7,614,910.26; approved by the Board of County Commissioners on June 17, 2025.
• Funding for this agreement, is included in the Capital Improvement Plan, budgeted under the Road Resurfacing & Rehabilitation PIV Project 004192A funded by the Penny for Pinellas and the Transportation Millage Capital Resurfacing Program Project 005700A funded by the Transportation Millage.
Contract No. 24-0757-ITB- C; increase in the amount of $174,447.04 for a revised total not-to-exceed $7,789,357.30.

The original FY25-Pavement Preservation Package 1 contract consisted of milling and resurfacing, pavement marking, detector loops and traffic control required to complete eight projects. The project was substantially completed on September 15, 2025, and obtained final completion on January 14, 2026.
