Approval and execution by the County Administrator of the Fiscal Year 2023 (FY23) Social Action Grant Funding Agreement with The Salvation Army of St. Petersburg.

● Pinellas County Human Services administered a competitive, online grant application process for FY23 Social Action Grant Funding.
● The grant solicitation opened on April 1, 2022, and fifty-seven (57) applications were received.
● An amount not to exceed $1,551,000.00 in funding is available; this is the same amount as FY22. Individual awards range from $35,000.00 to $150,000.00.
● On September 22, 2022, the Board approved sixteen (16) community agencies for Social Action Grant Funding with programming in the areas of food/nutritional services, homeless prevention and supportive services, healthcare and human services for disadvantaged residents and supportive services for an aging population. Fifteen (15) of those agreements were executed on November 21, 2022. This is the final agreement that needs to be signed.
●The Salvation Army Feeding Program includes breakfast for the Emergency Shelter residents, lunch open to the community, and dinner for the residents. They also have a pantry open three times a week for the community to come into for grocery items.

Summary:

On September 22, 2022, the Board approved sixteen (16) community agencies for Social Action Grant Funding with programming in the areas of food/nutritional services, homeless prevention and supportive services, healthcare and human services for disadvantaged residents, and supportive services for an aging population. Fifteen (15) agreements were signed on November 21, 2022. Salvation Army had an out of state signatory and due to this delay, it is being brought for signature at this time. The grant awards will be for a one-year (1) project period. The Salvation Army Feeding Program includes funding for food and one staff member. 

 

Background/Explanation:

Social Action Grants are available to qualified non-profit social service organizations desiring to provide services to homeless and low-income residents of Pinellas County to address their health, economic and social well-being. Pinellas County Human Services administered a competitive, online application process for Social Action Funding through Neighborly Software. The grant solicitation was posted on April 1, 2022, and a standard application form was used to promote effective review and scoring. The County funding priorities for Social Action Grants are food/nutritional services, homeless prevention and supportive services, healthcare and human services for disadvantaged residents and supportive services for an aging population. Organizations were eligible to apply for funding between $10,000.00 and $150,000.00.

Fifty-Seven (57) applications were received, and sixteen (16) community agencies were recommended for funding through the Social Action Grant Program.  A diverse review committee of community partners scored the applications and developed funding recommendations for consideration and was approved by the Board on September 22, 2022.

Pinellas County Human Services is working with the agencies to develop performance outcomes and reporting guidelines.

 

Fiscal Impact:

$1,555,510.00 has been budgeted in the Human Services FY23 proposed General Fund budget. $382,640.00 for the Homeless Initiative and $1,172,870.00 for other areas.
