● Funding in an amount not to exceed $66,000.00 has been included in the approved Human Services’ General Fund budget for fiscal year 2019 (FY19) to implement the decision package for homeless service expansion.

Summary:
This Agreement provides funding staff for case management and supportive services at the Ranch at Pinellas Park and Delmar Terrace permanent supportive housing units as they come online in FY19.
Background/Explanation:
Established in 1970, Boley Centers, Inc., is a private, not-for-profit organization serving individuals with mental disabilities, individuals and families who are homeless, Veterans and youth in Pinellas County.
With a critical need for permanent supportive housing within the community, Boley is developing 143 units of housing, 58 of which will be supported in part by this Agreement. These units include one, two and three-bedroom units that will be rented at 30% of household income and will be prioritized for families living on the street or in emergency shelter.
As part of their permanent supportive housing plan, Boley has multiple housing development projects underway to expand critical access for vulnerable populations. This FY19 agreement provides staff for case management and supportive service delivery tied to the housing units at two developments, the Ranch at Pinellas Park and Delmar Terrace, expected to be available by July 2019. The amount of funding requested for FY20 increases to $166,037.00 for the annualized cost at the two facilities and the initial cost at a third new facility, Evergreen Village. In FY21, the total annualized cost is expected to be $232,704.00 to fund five supportive housing staff across the three facilities.
Fiscal Impact:
Funding in an amount not to exceed $66,000.00 has been approved in the Human Services’ Fiscal Year 2019 (FY19) Adopted Budget in the General Fund.
Delegated Authority:
Authority for the County Administrator to sign this Agreement is granted under Code Section 2-62 (a)(1).
