Recommended Action

Approval of the Interlocal Agreement for disaster shelter facilities and ancillary services between Pinellas County (County) and the Pinellas County School Board (PCSB).

 

                     Provides for utilizing designated space within identified PCSB for disaster shelters.

                     Provides for necessary personnel to staff such shelters.

                     Provides for transportation assistance during evacuations.

                     Provides for supplies needed to support facility operations.

                     Requires review of new construction plans and review of modifications to future or current shelter facilities.

                     Includes a spending cap of $3,500,000 within a single fiscal year.

                     Prior Interlocal Agreement between the County and the PCSB for a five-year term with automatic continuing renewal was authorized and signed by the Chairman of the Board of County Commissioners on June 5, 2008.

                     This amount has not been budgeted. If this agreement is invoked, funding will initially come from reserves followed by the County seeking all allowable Federal and State reimbursements.

 

Authorize the Chairman to sign and the Clerk of Circuit Court to attest.

Summary

The County is required under Florida Statutes 252 to identify and coordinate a plan for disaster sheltering within its boundaries.  Pinellas County Emergency Management (PCEM) has coordinated with PCSB to provide shelters, necessary staffing, supplies and transportation upon request as related to an emergency event.  Included in the proposed Interlocal Agreement is a requirement for PCEM to review any plans for new construction or modification to existing shelter facilities to ensure windstorm mitigation is considered in the final plan.

Background Information:

The County under Florida Statute 252 is responsible for planning and coordination of evacuations and shelter provisions related to emergencies and disasters.  

Previous coordination between the County and the PCSB has been ongoing and was structured to follow an interlocal agreement signed by the Chairman of the BOCC on June 5, 2008. 

The proposed Interlocal Agreement maintains the need for the PCSB to provide facilities, provide for necessary personnel to staff the facilities, and provide transportation services. 

New language included in the proposed Interlocal Agreement is for PCEM to review and be included in pre-planning discussions and to review construction plans for new school construction and modification to existing schools.  The purpose for discussion and review of plans prior to commencement of construction or modification is to ensure windstorm retrofits are included in the construction plans for existing facilities or new facilities.

 

Fiscal Impact:

Agreement includes a $3,500,000 disaster reimbursement limit for a single fiscal year.
