Recommended Action:

Recommended Action

Approval of the Municipal Services Taxing Unit (MSTU) special project funding request by Neighborly Care Network for $20,000.00 to replace the roof at Sunny Harbor Adult Day Care Center in Downtown Palm Harbor, which was damaged by Hurricane Milton.

 

Additionally, delegate to the County Administrator the approval and execution of the Fiscal Year 2025 MSTU Funding Agreement, which will allow for the grant funding in the amount of $20,000.00 to be advanced to Neighborly Care Network.

 

                     Neighborly Care Network is a non-profit organization established in 1966 that provides vital nutrition, transportation and adult day care services which allows seniors to remain in their homes or with family longer.  

                     The Sunny Harbor adult day care center in downtown Palm Harbor provides quality day services for seniors with physical or memory-related disabilities.

                     Hurricanes Helene and Milton accelerated the need for a new roof at the Sunny Harbor location in downtown Palm Harbor. They must act as quickly as possible to replace the roof so they can:

o                     Maintain insurance coverage

o                     Improve the building’s energy efficiency

o                     Protect the air quality in the Adult Day Center, as mold can be hazardous to clients’ health and can impact the quality of air they breathe

o                     Protect the Adult Day Center with a new warranty

                     MSTU grant funds will be advanced to the applicant upon execution of the attached Funding Agreement. The total cost of the project is estimated at $46,000.00. Costs exceeding this $20,000.00 award will be paid by grant funds received by Neighborly Care Services from Tampa Bay Resiliency Fund.

                     Funding for this project is included in the current-year General Government Budget in the General Fund. With approval of this special project for $20,000.00, a total of $166,483.94 will remain available for Board approved MSTU projects.

Pinellas County has identified key strategic plan results, including promoting good health in adults, reducing early mortality, and avoiding natural hazards risk. Neighborly Care Network is committed to all these results as well.  Providing a safe and secure facility is paramount.

Healthy and Safe Communities
1. Improve public health. The Meals on Wheels and Senior Café meals provided by Neighborly Care offer at least one-third of the nutritional needs of an older adult.

2. Enhance community safety
A leaking roof can be a source of mold, which is a significant public health hazard; helping to purchase the replacement roof is using MSTU Special Projects funding to provide a service for Pinellas County seniors who need the Adult Day Center nutrition, social engagement, and respite for family caregivers.

Prosperity and Opportunity
3.3 Increase workforce opportunities.
Neighborly Care Network provides a place for family’s senior or disabled loved ones to have a safe place to stay and receive care during the day, which frequently allows working adult children the opportunity to maintain employment,

Summary

Neighborly Care’s mission is to improve the lives of older persons in need of home and community-based services who reside in Pinellas County. Neighborly Care offers Meals on Wheels, Senior Cafes where seniors can receive nutritious meals, adult day care and transportation services to seniors aged 60 and over. They are committed to providing their clients and families with the highest quality services as they offer resources to allow seniors to remain in their homes longer.

There is no fee required to receive Neighborly Care services.  Seventy-eight percent (78%) of funding for their adult day care comes from the federal government’s “Older Americans Act” and is administered through the Department of Elder Affairs and the Area Agency on Aging for Pasco and Pinellas County. Other financial support comes from grants and donations.

Background Information:

The MSTU Special Projects Funding opportunity was created by the Board of County Commissioners for the purpose of supporting projects that enhance community and neighborhood opportunities in unincorporated areas of Pinellas County. These MSTU Special Projects Awards are intended to support culture, recreation, and community engagement opportunities for residents in unincorporated areas that are comparable to those opportunities which municipalities typically provide to their residents.

 

Fiscal Impact:

The request for funding in the amount of $20,000 is a one-time expenditure of budgeted MSTU Special Projects funds. The cost for the entire project is estimated at $46,000.00. The balance of $26,000.00 will be paid through other grants funds obtained by Neighborly Care Network. Funding is appropriated and available in the FY25 Adopted Budget.
