Summary:
This project is on the state highway system. The FDOT requires the County enter into a construction agreement in order to permit the County’s contractor to enter FDOT’s right-of-way to perform construction activities for the project.
Additionally, Section 29 of the agreement requires the County indemnify FDOT. County resolution no. 06-70 does not allow the County to indemnify others. At the request of the County, FDOT has modified their indemnification language through an addendum to the construction agreement.
Background/Explanation:
This project consists of construction of intersection improvements, including resurfacing, restoration, and rehabilitation work at the intersection of NE Coachman Road (SR 590) at Old Coachman Road (CR 535). The improvements consist of adding protected left turn lanes on all legs of the intersection for safety. The improvements also provide connection to FDOT’s sidewalk project on NE Coachman Road (SR 590), and provide trail connectivity to the Duke Energy and Ream Wilson Trails. The existing mast arm signals at the intersection will be upgraded to accommodate the new lane configuration, and the railroad crossing arms will also require replacement due to the new configuration. The County has an existing agreement with CSX Transportation, Inc. in anticipation of the railroad crossing work. Final design of the project is nearing completion, with construction commencement anticipated by fall of 2017.
