Approval of the agreement with Waste Management Inc. of Florida for Lealman residential waste collection, disposal, and recycling services.

 

                     This contract is for requirements of Lealman residential waste, recyclables, yard, and bulky waste collection, and disposal services.

                     The invitation to bid included options for once weekly and twice weekly residential waste collection, universal recycling collection and subscription-based recycling collection.  The County selected twice weekly residential collection services that will be paid by the County and the subscription-based recycling collection that will be paid by the customer directly to the vendor in an amount of $5.00 per month.

                     Three responsive bids were received with Waste Management Inc. recommended for award with the lowest responsive and responsible bid for the twice weekly residential collection in the amount of $11,748,000.00 for the initial 60-month term from January 1, 2026, to December 31, 2031.

                     This contract is budgeted in the Fiscal Year 2027 Proposed Budget of the Lealman Solid Waste Department, in the Lealman Solid Waste and Collection Fund.

 

Contact No. 25-0718-ITB for a total contract expenditure not to exceed $11,748,000.00 for 60 months; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

The purpose of this competitive process was to retain waste collection services for Lealman citizens to be provided by an exclusive franchisee under the provisions of a municipal service benefit unit approved by the Board of County Commissioners on December 6, 2005.

Background Information:

On November 13, 2025, the Purchasing Division released an Invitation to Bid on behalf of the Department of Solid Waste with the intent to establish a contract for waste collection services in Lealman.  Three responsive bids were received with Waste Management Inc. recommended for award as the lowest responsible and responsive bidder for twice-weekly residential waste collection that will be paid by the County.  The County selected subscription-based recycling collection that will be paid by the customer directly to Waste Management Inc.

 

Fiscal Impact:

 

Total Contract expenditure not to exceed $11,748,000.00

 

This contract is budgeted in the FY27 Proposed Budget of the Lealman Solid Waste Department, in the Lealman Solid Waste and Collection Fund in the amount of $2,110,800.00.
