Approval of the award of bid to Sea & Shoreline, LLC for the Weedon Island Preserve Salt Marsh Restoration (PID 000083A) - American Rescue Plan Act and other grant funded project.

                     This contract will enhance and restore a 41-acre section of the northern portion of Weedon Island Preserve by removing manmade spoil mounds to improve water flow.

                     One bid was submitted, with award recommendation to Sea & Shoreline, LLC as the only responsive responsible bidder. After negotiations, Sea & Shoreline, LLC lowered the bid by $73,500.00 (2.5%) for a total contract not to exceed $2,838,040.00.

                     The Small Business Enterprise commitment for this project is 8%.

                     All work is to be completed within 400 consecutive calendar days.

                     Funding for the agreement is budgeted in the Fiscal Year 2024-2029 Capital Improvement Program (CIP), under the Weedon Island Preserve Salt Marsh Restoration, CIP project # 000083A.

 

Contract No. 23-1129-ITB-C, in the amount of $2,838,040.00, with all work completed within 400 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Pinellas County is enhancing and restoring a 41-acre section of the northern portion of Weedon Island Preserve that will remove manmade spoil mounds and improve water flow. Removal of the spoil mounds will create additional black mangrove habitat and the tidal flow will be restored through dredging, filling or de-silting the existing mosquito ditches. Spoil mounds will be enhanced through the filling and dredging of existing ditches. Best management practices (BMPs) will be implemented during construction to insure no adverse impacts to water quality.

Background Information:

On October 27, 2023, the Purchasing and Risk Management Division, on behalf of Public Works released an invitation to bid. One bid was submitted, with award recommendation to Sea & Shoreline, LLC as the only responsive responsible bidder.

The Weedon Island Preserve is an approximately 3,190-acre site with more than five miles of frontage to Tampa Bay, a SWIM (Surface Water Improvement and management) priority waterbody. The preserve consists primarily of estuarine habitats with some supporting uplands and is a sanctuary for many fish, birds, and small mammals. Intensive mosquito ditching in the 1950's resulted in a loss of wetland area, altered local hydrology and allowed for the establishments of invasive plant species. A feasibility study was conducted in 2018 to evaluate potential opportunities for habitat enhancement projects throughout a 1,100-acre portion of the Preserve.

Weedon Island Preserve Salt Marsh Restoration, CIP project # 000083A, is budgeted in the FY24-29 Capital Improvement Program plan. Construction budget of $3,017,000.00 is funded by Local Infrastructure Sales Surtax (Penny for Pinellas), American Rescue Plan Act, a State grant through Florida Department of Environmental Protection, and a local grant through Southwest Florida Water Management District.
