Approval of the ranking of firms and agreement with Kisinger Campo & Associates, Corp. (KCA) for Professional Engineering Services for McMullen Booth Road Bridge North Bound Off-Ramp Over Lake Tarpon Outfall Canal.
• This contract is for professional engineering services for the McMullen Booth Road Bridge North Bound Off-Ramp Over Lake Tarpon Outfall Canal.
• The bridge, built in 1967, has sustained considerable wear, as indicated in the latest inspection report (July 2024). Specific areas of concern include spalling on the deck and substructure, abrasion on piles, and exposed reinforcing steel, all of which compromise the bridge’s durability and safety.
• Three firms submitted proposals and were evaluated with recommendation to award to the top ranked firm, KCA, in the amount of $2,102,553.13 in accordance with the Consultants Competitive Negotiations Act (CCNA), per Florida Statute 287.055. This amount includes $75,000.00 in contingency funds.
• Four certified Small Business Enterprise (SBE) subconsultants are included in the award to KCA: Diversified Professional Services, Inc. and Independence Acquisition & Appraisal, LLC. for total SBE fees in the amount of $25,279.08, or approximately 1% of the total award amount. For cost saving purposes the Public Works Department is completing the survey and Subsurface Utility Engineering in house.
• This agreement will be effective for 1,825 days from issuance of notice to proceed from the County.
• Funding for this project is budgeted under the McMullen Booth Road Bridge north bound Off ramp over Lake Tarpon Outfall Canal Project 003879D, included in the Capital Improvement Plan, funded by the Penny for Pinellas.
Contract No. 25-0196-RFP-CCNA in the amount of $2,102,553.13; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary
The purpose of this contract is to engineer and design the replacement of the East Lake Road (CR-611) NB Off-Ramp bridge over Lake Tarpon Outfall. The objective is to complete reconstruction of this bridge by January 2030. This project will be coordinated with the Project Development & Environment Study being performed for the East Lake Road corridor from SR 586 (Curlew Road) to north of Trinity Boulevard.

A Request for Qualifications (RFQ) to comply with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055, was released January 27, 2025, on behalf of Public Works with submittals due February 27, 2025; the negotiation and scoping process concluded October 21, 2025.
The contract includes fully burdened hourly rates that include all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMCSA will be reimbursed in accordance with Florida Statutes.
The East Lake Road (CR-611) NB Off-Ramp bridge, originally built in 1967, has sustained considerable wear, as indicated in the latest inspection report (July 2024). This bridge is located 300 feet south of Tampa Road. There are specific areas of concern, such as spalling on the deck and substructure, abrasion on piles, and exposed reinforcing steel, all of which compromise the bridge’s durability and safety. The structure has a sufficiency rating of 64.3 and a health index of 73.84, highlighting the need for replacement.

Total contract not to exceed: $2,102,553.13
Funding for this project is budgeted under the McMullen Booth Rd Bridge North Bound Off Ramp Over Lake Tarpon Outfall Canal Project 003879D, included in the Capital Improvement Plan, funded by the Penny for Pinellas. Total available funding is the amount of the project allocation as represented in the FY26-FY31 Capital Improvements Program. Available funding in excess of the recommended not-to-exceed amount is available for other project costs. In the event that future fiscal year funding is not available for this project, the County maintains the authority to terminate this agreement.
