• This contract provides for services related a full line of fire system testing, maintenance, inspection, certification, and repair of fire protection systems for various County locations.
• Two bids were received with VSC Fire & Security, Inc. recommended for award as the lowest responsive, responsible bidder in the amount of $1,992,250.00 over a three-year term.
• This contract replaces contract 178-0431-B. Annual spend for this contract has increased as several locations were added to the new contract; unit pricing increased approximately 35% as compared to the prior contract.
• Funding is derived from the operating budgets of multiple departments, and includes various Funds, Centers, Accounts, and Programs. Departments have budgeted for this service in FY23 and FY24.
Bid No. 23-0476-ITB in the total not to exceed amount of $1,992,250.00 for three years, with an estimated annual expenditure of $664,083.33 based on being the lowest responsive, responsible bid meeting specifications; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:
Summary
This contract provides a full line of fire system testing, maintenance, inspection, certification, and repair of fire protection systems for various County locations. Services will be provided for all system components including, but not limited to; fire pumps, valves, back flow preventers, piping, sprinkler heads, standpipes, chemical suppression systems, fire smoke and heat detection devices, alarm warning devices, all fire panels and systems activated by the fire system and deluge valves.

Background Information:
On March 3, 2023, the Purchasing and Risk Management Division, on behalf of the Facility and Real Property Division released an invitation to bid with the intent to establish a contract. Two (2) bids were received with VSC Fire & Security, recommended for award.
This contract was previously solicited under Contract No. 23-0065-ITB. Two bids were received and rejected due to both vendors taking exceptions to the contract pricing structure.

Estimated thirty-six (36) month expenditure not-to-exceed: $1,992,250.00
Estimated average annual expenditure: $664,083.00
Funding is derived from the operating budgets of various departments and includes multiple Funds, Centers, Accounts, and Programs. Departments have budgeted for this in FY23 and FY24, although both figures are less than the estimated average annual expenditure of $664,083.00. Historical actual expenditures are more aligned with the Adopted Budget than the estimated average annual expenditure contemplated in this item.
