Approval of the Resilient Florida grant agreement with the Florida Department of Environmental Protection (FDEP) for the Crystal Beach drainage and roadway improvements project.

 

                     Grant funding is for design and construction of Crystal Beach Drainage and Roadway Improvements project.

                     Agreement requires a fifty percent match. Grant funding amount is $6,162,000.00 with a local match of $6,162,000.00. 

                     Crystal Beach Drainage and Roadway Improvements project, 003896A, is budgeted for $18,490,108.66 in the Adopted Fiscal Year (FY) 2026-FY31 Capital Improvement Program (CIP) and funded by Local Infrastructure Sales Surtax (Penny for Pinellas) and grant funding through FDEP.

                     Funding for this agreement is available under Crystal Beach Drainage Improvements, project 003896A, included in the FY26-FY31 CIP, funded by the Capital Fund. County match of $6,162,000.00 is funded by Penny for Pinellas. FDEP award is reflected in the CIP for $6,112,000.00 and should be increased to $6,162,000.00 for FY27-FY32. This change will offset Penny for Pinellas funding.

Summary

The Agreement requires a fifty percent (50%) match. Grant funding amount is $6,162,000.00 with a local match of $6,162,000.00. The Crystal Beach Drainage and Roadway Improvements project limits are generally from Crystal Beach Avenue to Florida Boulevard and extend from St. Joseph’s Sound to Avery Bayou. The purpose of this project is to assess drainage issues and propose modifications to the existing drainage system. Improvements to the potable water system and roads will also be included. The project proposes to improve rainfall flood resiliency and stormwater runoff water quality in the area. The Resilient Florida Grant Award period of performance is July 1, 2024, through June 30, 2027.

Background Information:

On May 12, 2021, Senate Bill 1954 was signed into law; now 380.093, Florida Statutes (F.S.). This targeted funding developed a coordinated approach to Florida’s coastal and inland resilience and created the Resilient Florida Program which helps prepare communities for the impact of flooding and storm surge. Through this legislation, the Resilient Florida Program Grant Program was created to enhance the department’s efforts to protect our inland areas, coastlines and shores. 

 

Fiscal Impact:

Funding for this agreement is available under Crystal Beach Drainage Improvements, project 003896A, included in the FY 2026 - FY 2031 Capital Improvement Plan, funded by the Capital Fund. The County match of $6,162,000.00 is reflected in the plan and funded by Penny for Pinellas. The FDEP award is reflected in the CIP for $6,112,000.00 and should be increased to $6,162,000.00 for FY 2027- FY 2032. This change will offset Penny for Pinellas funding.
