• Project will improve emergency access along Keystone Road from the East Lake Fire and Rescue Station 58 to East Lake Road. The project site is identified as being on the High-Injury Network and defined as a hot spot in the Safe Streets Pinellas Action Plan.
• Requested grant funding is $7,960,000.00; anticipated County match is $1,990,000.00.
• County Administrator approved submission of application due to deadline, per Legistar Item 26-0327D. County Administrator approval was necessary with understanding item would be ratified by the Board of County Commissioners at a later date.
• Application deadline for submission was May 26, 2026.
• Funding for this grant application is budgeted in Capital Improvement Plan, under Keystone Road and East Lake Road Emergency Access Improvements, which is currently funded by Local Option Sales Surtax (Penny for Pinellas).

Through this action, the Board is authorizing ratification of the County Administrator signature, approval, and submission of the Safe Streets and Roads for All Grant Application to the United States Department of Transportation, per Legistar item 26-0327D. The County Administrator approval was necessary due to the submittal deadline of May 26, 2026.
The Keystone Road and Eastlake Road Emergency Access Improvement Project will improve emergency access along Keystone Road from the East Lake Fire and Rescue Station 58 to East Lake Road. The project site is identified as being on the High-Injury Network, defined as a Hot Spot, in the Safe Streets Pinellas Action Plan.

Background Information:
The Safe Streets and Roads for All (SS4A) is a competitive grant program with $5 billion in appropriated funds over 5 years, 2022-2026. SS4A grants can be used to implement projects or strategies that are consistent with an existing Action Plan to address a roadway safety problem. The County will leverage the Safe Streets Pinellas Action Plan to demonstrate the roadway safety problem to be addressed with grant funds.
The Keystone Road and East Lake Road intersection is identified as a Hot Spot in the Safe Streets Pinellas Action plan, which is a plan that is based on a data-driven analysis to identify a High Injury Network and Hot Spot locations. The project aligns with SS4A priorities.
Fiscal Impact:
Requested funding is $7,960,000.00; anticipated County match is $1,990,000.00. Funding for this project is budgeted in the Capital Improvement Plan, under Keystone Road and East Lake Road Emergency Access Improvements, which is currently funded by the Local Option Sales Surtax (Penny for Pinellas). The County match will be funded through the Fiscal Year (FY) 2026-2031 Capital Improvement Program.
