Approval of the Joint Participation Agreement (JPA) with the City of Largo for relocating and replacing water mains, hydrants, and appurtenances that are in potential conflict with road and sidewalk improvements along Rosery Road Northeast from Keene Road to Arvis Circle West and along Gershwin Drive.

 

                     Existing water mains, hydrants, and appurtenances owned by County conflicts with proposed road and sidewalk improvements and will be replaced or realigned to accommodate proposed project improvements.

                     The County shall reimburse the City in an amount not to exceed $1,800,000.00.

                     JPA will be the most efficient option to complete relocation and replacement of County infrastructure located in the City’s project areas.

                     Target construction dates are December 2025 to October 2026.

                     Funding for this agreement is budgeted under Rosery Road Water Main Relocation Phase 3, City of Largo Joint Project Agreement Project 006180A, included in the Fiscal Year (FY) 2025-FY30 Capital Improvement Plan (CIP), funded by the Water Renewal and Replacement Fund, in the amount of $1,375,000.00, which is less than the agreement amount. The Proposed FY26-FY31 CIP includes a total project allocation of $1,887,000.00. In the event that future fiscal year funding is not available for this project, the County maintains the authority to terminate this agreement.

 

Estimated project cost is $1,800,000.00.

Summary:

Summary

The existing watermain, owned by the County, conflicts with the proposed City road and sidewalk improvements along Rosery Road Northeast from Keene Road to Arvis Circle West and along Gershwin Drive. The utilities will be replaced or realigned to accommodate the project improvements. The existing mains are composed of old galvanized pipe, cast-iron pipes and substandard PVC pipe that has surpass its useful life. The new replacement mains will be either PVC or high-density polyethylene (HDPE). New fire hydrants for public safety and new service lines to improve water quality will be installed as part of the project.

Background Information:

The County is required by law to relocate or replace all utilities in conflict with the City’s proposed project improvement area. Utilizing the City’s construction contractor is a cost-effective method to limit disruption and inconvenience to area residents resulting in project efficiencies for all stakeholders.

A JPA between the City and County is currently in place for project design and is sixty percent complete. The County’s utility relocation, being designed by the City’s engineering is approximately 60% complete.

 

Fiscal Impact:

The County agrees to pay a not to exceed the amount of

$1,800,000.00 to the City for construction services related to Utility relocation.

 

The JPA is not consistent with the FY25-FY30 Capital Improvement Plan but is included in the Proposed FY26-FY31 CIP, contingent on adoption by the Board of County Commissioners.
