Recommended Action

Recommended Action:

Approval by the County Administrator of the modifications to the Grant Agreement with the U.S. Department of Homeland Security (DHS) for BioWatch Program for field operations and sample collection activities.

Summary:

This second modification provides a three month project period extension and an increase in funding for the purpose of aligning the contract period with the County fiscal year. County air monitoring under this grant program/project has been on-going since 2003.

 

Background/Explanation:

This project is subject to certain information security restrictions per DHS. All information is considered “Sensitive but Unclassified” (SBU), “For Official Use Only” (FOUO), and is not for public disclosure.  Any public records requests made relating to this agreement should be directed to DHS.

The County Administrator approved the Grant Agreement on July 23, 2015. 

 

Fiscal Impact:

The award action extends the current project period end date three months from June 30, 2016 to September 30, 2016 and increases the original award amount of $208,586.00 by an additional $59,960.00. No match is required.  The grant provides 100% reimbursements for approved costs.  Expenditures are budgeted in the Air Quality Division operating budget of the General Fund.

 

Delegated Authority:

Authority for the County Administrator to approve this Grant Agreement is granted under Code Section 2-62 (a)(1).
