Approval by the County Administrator of the rejection of bids for trash and recycling services.
• On April 19, 2023, an invitation to bid was solicited for trash and recycling services resulting in three (3) bids received.
• Rejection of bids is requested as staff had to revise roll-off dumpster and compactor requirements. Bidders were inconsistent in their pricing submittals due to instructions which were open to interpretation making it difficult to compare pricing equitability between bidders.
• A new solicitation document 23-1090-ITB was prepared with more concise requirements pertaining to pricing and is scheduled for Board of County Commissioner consideration (item 23-1129A) for award on 9/19/2023 to Waste Management.
• This request does not have a fiscal impact.

Summary:
This request is to reject the three (3) bids received in response to invitation to bid 23-0232-ITB. Upon review of vendor submittals, it was determined that two sections of the pricing proposal were bid incorrectly by two respondents as the result of unclear directions. As a result, accurate term pricing could not be determined. Rejection of all received bids is necessary to ensure the award recommendation is the most cost beneficial option for the County.
