Approval and execution by the County Administrator of a Second Amendment to the Subrecipient Agreement with WestCare Gulfcoast-Florida, Inc. (WestCare) for the Fiscal Year (FY) 2021 Family Drug Court Grant program.

                     Approval of this Second Amendment extends funding through September 30, 2026, for the Family Dependency Treatment Court (FDTC), a collaboration between the County, the Sixth Judicial Circuit Court, and WestCare. The program provides critical support services to parents in treatment and their families experiencing substance use and co-occurring mental health disorders (SUD/COD) who are involved in the justice system due to child abuse or neglect. The remaining $150,000.00 in Office of Juvenile Justice and Delinquency Prevention (OJJDP) funds will support safety supplies and housing stability assistance not covered by other grants, helping families remain safe and stable while engaged in court-ordered treatment.

 

                     The Board previously approved the original Subrecipient Agreement under the FY21 Family Drug Court Program grant, dated April 26, 2022 (22-0345A), along with the First Amendment dated June 2, 2024 (24-0336D), which provided an initial no-cost extension.

 

                     This Second Amendment provides a 12-month, time-only extension of the OJJDP FY21 Family Drug Court Program grant funding through September 30, 2026. The extension is requested due to extraordinary circumstances following back-to-back catastrophic hurricanes in Fall 2024, which disrupted county and court operations and significantly affected housing stability in Pinellas County.

 

                     This Amendment provides no additional fiscal impact to the County. Funding is provided by Grant #15PJDP-21-GG-04515-COAP. The original Agreement is an amount not to exceed $996,944.00. The required in-kind match of approximately $336,546.00 over the three-year period has been satisfied by the Sixth Judicial Circuit and WestCare. The no-cost extension was approved after the FY26 proposed budget was submitted. Human Services will work with OMB at the start of the fiscal year to submit a budget resolution for this extension.Body

Summary:

This Amendment extends funding through September 30, 2026, for the Family Dependency Treatment Court program, which provides critical support services to parents in treatment and their families. Background/Explanation:

The Pinellas FDTC, established in 2016, operates under the Sixth Judicial Circuit’s Unified Family Court (UFC) division and focuses on parents facing substance use and co-occurring mental health disorders that lead to child maltreatment or neglect. The program has already served 96 of its projected 104 clients, offering comprehensive treatment and family stabilization services.

Back-to-back hurricanes in Fall 2024 disrupted operations and caused a significant housing shortage, creating an ongoing need for support. The requested extension will allow the program to spend remaining grant funds on services and supplies not covered by other funding sources, helping families rebuild stability and avoid further involvement in the child welfare system.

The County and the grant partners applied for and were awarded a no-cost extension from the OJJDP on July 28, 2025.

 

Fiscal Impact:

This Amendment provides no additional fiscal impact to the County. Funding provided by Grant # 15PJDP-21-GG-04515-COAP. The original Agreement is an amount not to exceed $996,944.00.
