Recommended Action

Recommended Action:

Approval by the County Administrator for the modification and continuation of the Grant Agreement with the U.S. Department of Homeland Security (DHS) for BioWatch Program for field operations and sample collection activities.

Summary:

This modification reduces the award previously approved by the County Administrator on August 7, 2017 by $61,500.00.  The revised award is now $111,500.00.  The funding was reduced due to budget unavailability at the federal level.  DHS will notify the County when the additional $61,500.00 will be available.

 

Background/Explanation:

Air monitoring activities under this grant program/project have been on-going since 2003.

This project is subject to certain information security restrictions per DHS.  All information is considered “Sensitive but Unclassified” (SBU), “For Official Use Only” (FOUO), and is not for public disclosure.  Any public records requests made relating to this agreement should be directed to DHS.

Should FY 2018 DHS funding not be available, the County is not responsible to continue to perform the activities associated with the BioWatch Program.

 

Fiscal Impact:

This action reduces the FY 18 award by $61,500.00 resulting in a total revised award of $111,500.00.  No match is required.  The grant provides 100% reimbursements for approved costs.  Expenditures are budgeted in the Air Quality Division operating budget of the General Fund for FY 2018.

 

Delegated Authority:

Authority for the County Administrator to approve this Grant Agreement is granted under Code Section 2-62 (a)(1).
