• The proposed Madonna Boulevard over Pine Key Cutoff Bridge #154700 contract consists of the replacement for this bridge. The project includes reconstruction of the roadway approaches, sidewalk, and relocation of the potable water main and reclaimed water main.
• Three bids were submitted. The low bid of $14,240,778.64 received from Cone & Graham, Inc. is 3.31% below the engineer’s estimate of $14,728,939.68.
• The Small Business Enterprise commitment for this project is 10%.
• All work to be completed within 810 consecutive calendar days from the issuance of the notice to proceed.
• Funding for this project is budgeted under the Madonna Blvd over Pine Key Cutoff Bridge #154700 003678A, included in the Capital Improvement Plan, funded by the Penny for Pinellas and Multimodal Impact Fees, and the Madonna Blvd Bridge Over Pine Key Water Main Utility Relocation 003678B, funded by the Sewer Renewal & Replacement and Water Renewal & Replacement funds.

Pinellas County is replacing Madonna Boulevard Bridge with a 180-foot-long bridge with three equal spans of 60 feet to help improve water flow and reduce scouring through the canal. The proposed bridge will have an overall width of 49 feet, 8-inches, providing two 12-foot lanes, shoulders, and a 6-foot sidewalk on both sides.
The project includes reconstruction of the roadway approaches, sidewalk, and relocation of the potable water main and reclaimed water main.

Background Information:
The Purchasing Division, on behalf of Public Works Department, advertised an Invitation to Bid on February 6, 2026, with bid opening on March 24, 2026. Three bids were received with award recommendation to Cone & Graham, Inc., as the lowest responsive and responsible bid.
The preliminary engineering report performed in 2020 determined the existing bridge, constructed in 1957, should be replaced. The study examined the condition of the bridge and scour evaluations were performed. The study found the superstructure to be in good condition due to the deck replacement in 2005; however, the 14” piles exhibit excessive section loss and the bridge was determined scour critical.

Funding for this project is budgeted under the Madonna Blvd over Pine Key Cutoff Bridge #154700 003678A, included in the Capital Improvement Plan, funded by the Penny for Pinellas and Multimodal Impact Fees, and the Madonna Blvd Bridge Over Pine Key Water Main Utility Relocation 003678B, funded by the Sewer Renewal & Replacement and Water Renewal & Replacement funds.
Total available funding is the amount of the project allocation as represented in the FY26-FY31 Capital Improvements Program. Available funding in excess of the recommended not-to-exceed amount is available for other project costs. In the event that future fiscal year funding is not available for this project, the County maintains the authority to terminate this agreement.
