Recommended Action

Approval and execution by the County Administrator of the First Amendments with First Class Coach Company Inc. and GETZ Transport Solutions, LLC to provide additional limousine, bus, and taxi services for the Convention and Visitors Bureau (CVB).

This contract was originally approved by the County Administrator on October 27, 2023, to three (3) vendors: Limosouth, Inc., First Class Coach Company Inc, and GETZ Transport Solutions, LLC with a combined total not to exceed in the amount of $1,082,883.00 for 60 months.

On April 29, 2024, the County Administrator approved a termination for convenience with Limosouth, Inc, as the franchise was sold, and the new ownership was unable to fulfill the contractual obligation.

These Amendments add the previously terminated services to the remaining two vendors ($54,601 First Class Coach and 107,598.25 GETZ Transportation Solutions) providing the lowest pricing for each respective group and uninterrupted service.

Funding for these amendments is included in the FY25 Proposed Operating Budget of the Convention and Visitors Bureau in the Tourist Development Tax Fund. The contracts include fiscal non-funding clauses should that portion of the budget not be approved.

Contract No. 23-0042-ITB with a revised not to exceed amount of $1,207,870.75, effective for sixty (60) months with an estimated annual expenditure of $241,574.15. Body

Strategic Plan:

Foster Continual Economic Growth and Vitality
4.1 Proactively attract and retain businesses with targeted jobs to the county and the region
4.6 Support a vibrant community with recreation, arts, and culture to attract residents and visitors

Summary:

These two amendments add the services that were dropped when the contract with Limosouth was terminated.  Services were added based on the lowest pricing provided by each vendor for the groupings that were eliminated due to the terminated agreement with Limosouth.  An overall increase of $124,987.75 is added to the contract due to difference in pricing from the low bidder, Limosouth, for these groupings.

The contract provides driver and ground transportation services for the CVB’s clients. This includes but is not limited to tour operators, travel agents, journalists, meeting planners, film producers and business executives, who are visiting to learn about the County through site visits and educational tours with an eye toward booking business in the destination. Under the direction and supervision of the CVB, the firms will provide all labor and vehicles to schedule, coordinate, and perform the required transportation.

Background/Explanation:

This contract was approved by the County Administrator on October 27, 2023, awarding to three (3) separate vendors: Limosouth, Inc., First Class Coach Company Inc, and GETZ Transport Solutions, LLC.  On April 29, 2024, the County Administrator approved a termination for convenience with Limosouth, Inc, as the franchise was sold, and the new ownership was unable to fulfill the contractual obligation.

This amendment adds services that were previously provided under the Limosouth contract to the two remaining vendors per the lowest pricing received for those groupings.
