Approval of the ranking of firms and execution of agreements with DRMP, Inc. for the 13th Street Bridge Replacement Project and with Kisinger Campo & Associates, Corp. for the Madonna Boulevard Bridge Replacement Project.

 

                     These agreements are for professional engineering design services to prepare the design, construction plans and post-design services for the 13th Street Bridge Replacement and Madonna Boulevard Bridge Replacement Projects.

                     Award recommendation is to top-ranked firm DRMP, Inc. in the amount of $890,452.43 for the 13th Street Bridge Replacement Project and to Kisinger Campo & Associates (KCA), second-ranked firm, in the amount of $1,080,276.00 for the Madonna Boulevard Bridge Replacement Project, in accordance with the Consultants Competitive Negotiation Act, Florida Statute 287.055.

                     The bridge structures provide the only roadway access to the island communities of Paradise Key and Pine Key, respectively, which are a part of Tierra Verde.

                     Final design will include replacement of potable water mains to be installed under the canal instead of attached to the bridges.

                     These projects are funded by Penny for Pinellas and included in Transportation CIP for Bridges-Repair and Improvement Program and Utilities Replacement.

                     Small Business Enterprise subconsultants are included in the total award amounts to DRMP, Inc. and KCA in the amounts of 15% and 13%, respectively.

 

Contract No. 21-0678-NC (SS); in the total amount of $1,970,728.00 for one thousand eighty-five consecutive calendar days from notice to proceed; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

This contract provides for professional engineering design services to prepare the design, construction plans, and post-design services for the 13th Street Bridge and Madonna Boulevard Bridge Replacement Projects.  Both bridges were originally constructed in 1957. Preliminary engineering reports show both existing bridges have now come to the end of their useful life and require complete replacement due to issues with both substructure and superstructure.

The final design for both projects will be completed within 20 months from the issuance of notice to proceed. All required post-design services for these two projects are also included in this agreement.  Total time for performance is 1,085 consecutive calendar days, or just under 30 months.

Background Information:

The 13th Street Bridge was originally constructed in 1957 and repaired in 1992. Preliminary engineering reports conducted in 2018 and 2021 show the existing bridge is nearing the end of its useful life and requires complete replacement due to issues with both substructure and superstructure. The bridge provides the only access to the island community of Paradise Key, which is a part of Tierra Verde.

The Madonna Boulevard Bridge was originally constructed in1957 and was repaired in 1973 and 2005. Preliminary engineering reports conducted in 2018 and 2020 show the existing bridge is nearing the end of its useful life and requires complete replacement due to issues with both substructure and superstructure. The bridge provides the only access to the island community of Pine Key, which is a part of Tierra Verde.

DRMP, Inc. and KCA will provide all professional services necessary to design; prepare plans; develop construction specifications; and provide engineering services for the proposed improvements including all post-design services for each respective bridge replacement project. These improvements will be designed in accordance with County Standards, ADA, and other codes, standards, specifications, and requirements applicable to this type of structure.

Also, this agreement includes the design of Pinellas County Utilities potable water line improvements. The new utility lines will be installed under the canal instead of being attached to the bridge.

Optional services are included in both contracts for a combined total amount of $255,153.61 for the purpose of post-design services including the regulatory permitting process, and public involvement to be used as authorized by the County.

A contingency amount of $60,000.00 is included for each contract (a total of $120,000) for unforeseen circumstances that may arise during the development of the project.  These funds will only be used as authorized by the County.

The County advertised a request for proposal in accordance with CCNA per Florida Statute 287.055, for the design and final construction plans for the replacement of the 13th Street Bridge and Madonna Boulevard Bridge on August 3, 2021, with a submittal due date of September 9, 2021. The intention of the CCNA solicitation was to select the top two highest-ranked firms for the two referenced projects.  The County received seven (7) proposals for these projects. The evaluation committee met on October 7, 2021, to review the firms’ written proposals. Upon completion of the evaluation, DRMP, Inc. was the number one ranked firm and KCA was the second-ranked. Final negotiations with the two firms were completed on June 21, 2022.

 

The contract includes fully burdened hourly rates which were negotiated after conclusion of the evaluation process.  The rates include all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA).  Travel outside of the TBMSA will be reimbursed in accordance with Florida Statutes.

 

 

Fiscal Impact:

These projects are funded by the Penny for Pinellas and are included in the Capital Improvement Program Six-Year Plan in the Transportation Function, Bridges-Repair & Improvement Program.
