Adoption of a resolution requesting inclusion of County beach erosion control projects in the Florida Beach Management Funding Assistance Program Fiscal Year (FY) 2026-2027 Long-Range Budget Plan of the Florida Department of Environmental Protection (FDEP). Additionally, authorize staff to electronically submit a grant application funding request to the FDEP Beach Management Funding Assistance program.
• Sand Key Segment scheduled for nourishment in 2025. Total project cost eligible for grant funding is $97,445,615.00 ($96,979,615.00 construction and $466,000.00 monitoring).
• Grant funding to include $43,544,521.00 from FDEP, with County share projected at $43,544,521.00, and previously awarded Florida Department of Emergency Management (FDEM) grant of $10,356,573.00.
• County share will be funded by Tourist Development Tax.
• Sand Key 6th Nourishment project, 001516A, is budgeted in the Proposed FY26-FY31 Capital Improvement Plan, funded by Tourist Development Tax (TDT) and a State grant with FDEM.
• A grant award from FDEP will offset budgeted TDT funding.
• Most recent nourishment to project area was in 2018.

Summary
To acquire state funding, the County must provide a resolution from the Board of County Commissioners (Board) which declares support for the project, willingness to serve as the Local Sponsor, ability to provide the full local cost share and identification of the source of funding. The Sand Key Segment is scheduled to be renourished in 2025 with a total eligible construction cost of $96,979,615.00 and first-year monitoring cost of $466,000.00. The grant application request is for $43,544,521.00 with a $43,544,521.00 County match required. The total project amount includes previously awarded FDEM grant of $10,356,573.00.
The Board annually collects and allocates $8,600,000.00 in Tourist Development Tax funds for beach nourishment projects and has added additional Tourist Development Tax funds for a total FY 2025 Annual Budget of approximately $99,700,000.00 in TDT funding, of which $43,544,521.00 is available to fund the County share for the Sand Key Project.

The proposed Resolution, along with the Application, is required as part of FDEP’s Annual Funding Request for Beach Management Projects. The funding request represents a ten (10) year budget projection. This Long-Range Budget Plan is similar in concept to the County multi-year Capital Improvement Program (CIP) budget. Only funds for the 26-27 Fiscal year, as well as any activities for three years prior and first year monitoring are included in the request. This funding request is for the 2025 Sand Key Nourishment Project.
