Summary:
In conjunction with the Pinellas County Code modification, Section 14-38, Animal Services requests the creation of an irresponsible pet owner license surcharge of $50.00 annually per licensed pet. This new surcharge is shown in Exhibit A of the attached Resolution: FY 2016 Adopted Schedule of User Fees, Page 5, Animal Services section, subsection VIII.12. Irresponsible Owner Annual License Surcharge.
The creation of the Irresponsible Owner Annual License Surcharge will allow Animal Services to collect from residents, who are deemed irresponsible pet owners defined by County Code, an annual license surcharge to partially offset the department’s costs for monitoring.
Background Information:
On August 18, 2015, the Board adopted Resolution No. 15-79, setting user fees for services to be rendered by the Non-Proprietary and Enterprise Departments, and the Florida Department of Health in Pinellas for FY 2016. Subsequent to this Board action, the Board approved a change to the Pinellas County Code adding Section 14-38 that relates to irresponsible pet owners.
Fiscal Impact:
FY 2016 General Fund revenue from this new fee is estimated to be $3,000.00 annually. Additional appropriation will not be required to implement this fee.
