Approval and execution by the County Administrator of Amendment No. 12 to the Professional Services Agreement with the Florida Department of Environmental Protection (FDEP) and Humiston & Moore Engineers, P.A., for the Honeymoon Island Beach Restoration project.

• This action will increase the contract cost to County by $62,719.00 to fulfill additional permit requirements for 60-months of post construction monitoring.
• This action will extend the contract six (6) months from August 4, 2020 to February 4, 2021.
• One (1) additional six (6) month time extension from February to August 2021 will be required because FDEP limits time extensions to 6 months per amendment.

Summary:

This amendment is necessary for additional FDEP 60-month permit requirements for post construction monitoring. This task will increase the contract cost by $62,719.00 and will extend the contract six (6) months from August 4, 2020 to February 4, 2021.  Due to state contract requirements, a three (3) year time extension could not be accomplished, and therefore six (6) consecutive six (6) month extensions are required under separate amendments.  This amendment is the fifth of six (6) extensions.

 

Background/Explanation:

On August 5, 2008, the FDEP Division of Recreation and Parks entered into a Professional Services Agreement with Humiston & Moore Engineers, P.A., for the Honeymoon Island State Park Beach Stabilization and Renourishment Project.  The following represents a summary of previous amendments approved by the Board for this agreement:

Amendment No. 1, Board approval on February 3, 2009, added Pinellas County as the local sponsor/administrator.
Amendment No. 2, Board approval on October 20, 2009, modified the scope of Consultant’s work.
Amendment No. 3, Board approval on July 26, 2011, added permit required monitoring tasks.
Amendment No. 4, Board approval on October 2, 2012, added work elements including updated project plans.
Amendment No. 5, Board approval on July 23, 2013, reduced the Consultant’s contract wage rates.
Amendment No. 6, Board approval on January 28, 2014, added tasks necessary to fulfill construction administration and monitoring requirements.
Amendment No. 7, Signed by the County Administrator on June 23, 2016, added tasks necessary to fulfill the permit requirements for 12 and 24-month post construction monitoring.
Amendment No. 8, Signed by the County Administrator on July 25, 2018, added tasks necessary to fulfill the permit required 36 month monitoring requirements and a 6-month time extension.
Amendment No. 9, Signed by the County Administrator on January 31, 2019, added a 6-month time extension.
Amendment No. 10, Signed by the County Administrator on August 4, 2019, added a 6-month time extension.
Amendment No. 11, Signed by the Director of Administrative Services on January 13, 2020, added a 6-month time extension.

Funding for this project is budgeted within the Capital Improvement Program: Physical Environment Function, Coastal Management Program, County Project 000150A Honeymoon Island Improvements. Project costs are shared between the FDEP Beach Management Funding Assistance Program through grant agreements 13PI1 (expired) and 19PI2 and the Tourist Development Tax. This amendment is consistent with the FY21-26 Proposed Capital Improvement Plan.
