Approval to submit an electronic application via secure portal for the Resilient Florida Grant Program, funded by the Florida Department of Environmental Protection, for South Cross Bayou Advanced Water Reclamation Facility (AWRF) High Service Pump Station Improvements in St. Petersburg, Florida.
• The County is requesting funding in the amount of $15,000,000.00 to upgrade the existing High Service Pump Station, bringing the pump station up to current standards while also increasing the pumping capacity to meet future demands.
• Total project costs are included in the Proposed Fiscal Year (FY) 2027-2032 Capital Improvement Plan in the amount of $41,824,000.00.
• A minimum of 50% matching funds is required. A matching funds commitment letter, signed by the Chairman, is required to be submitted with the application (see attachment 1).
• The project is currently at 90% design, with 100% plans anticipated during the summer of 2026.
• Matching funds are available under South Cross Bayou AWRF High Service Pump Station Improvements project 002941A, included in the Proposed FY27-FY32 Capital Improvement Plan, funded by the Sewer Renewal and Replacement Fund.
Authorize the Chairman to sign the matching funds commitment letter.

Summary
South Cross Bayou Advanced Water Reclamation Facility (SCBAWRF) is currently permitted for 33 million gallons per day (MGD), based on an annual average daily flow (AADF). The Reclaimed Water (RCW) High Service Pump Station (HSPS) is primarily used to serve the South County’s public access reuse system, while also providing critical reclaim water for various plant process needs. The treated effluent/reclaim water is stored in three (3) onsite, 6-million-gallon RCW ground storage tanks (GSTs). The RCW HSPS pumps the reclaim water from the GSTs, to meet the plant’s process needs and the public access reuse distribution system demands.

Background Information:
The SCBAWRF HSPS is over 30 years old, has reached the end of its useful service life, and struggles maintaining the standard levels of pressure in the distribution system. Improvements are needed to replace the mechanical, electrical, and instrumentation and control components, bringing the pump station up to current standards while also increasing the pumping capacity to meet future demands. In addition, improvements are needed to address sea level rise, flood mitigation and storm surge resiliency considerations to protect critical electrical assets.
Fiscal Impact:
This is a multi-year reimbursement grant project that will impact Fiscal Years (FY) 2027-2030. A matching funds commitment letter is required to be submitted with the application.
