Recommended Action
Approval by the County Administrator of the grant agreement with the United States Environmental Protection Agency (EPA) for the EPA Section 105 Grant, Air Pollution Control Program.
• This action approves an award in the amount of $75,000 for FY20 and an anticipated award of $75,000 for FY21.
• EPA agrees to cost-share all approved program costs up to and not exceeding total federal funding of $75,000 for FY20 and FY21 (anticipated).
• The estimated County match over the two-year grant agreement is $965,570 for FY20 and $985,800 for FY21.
• The match is approximately 71.5% tag fee and 28.5% general fund. The general fund contribution is reimbursed by program income and federal dollars.
• Recipient's signature is not required.

Summary:
This action provides $75,000 for FY20 and an anticipated $75,000 for FY21 in support of continued funding of the existing County program to protect air quality.
Background/Explanation:
EPA’s Air Pollution Control Section 105 Grant program provides funding to assist in planning, developing, establishing, improving and maintaining adequate programs for prevention and control of air pollution. The County’s air program is recognized by the EPA and State of Florida, and Department of Environmental Protection as an approved local air pollution control program eligible to receive federal grant funding from the EPA. The County has the authority, through prior agreements, to protect air quality through the implementation of federal and state air pollution rules and regulations.
Fiscal Impact:
This award provides funding in the amount of $75,000 for FY20 and an additional $75,000 for FY21 if appropriated during the federal budget process. EPA agrees to reimburse the up to and not exceeding the total federal funding amount of $75,000. An additional $75,000 is anticipated for FY21. A match is required and estimated at $1,951,370.00 over the two-year project period ($965,570.00 for FY20 and $985,800.00 for FY21). The match is comprised of approximately 28.5% General Fund and 71.5% Tag Fee Fund dollars which are included in the Public Works Environmental Management Division FY20 Adopted Budget. The general fund contribution is fully reimbursed through program income and federal funding.

Authority for the County Administrator to approve this amended agreement is granted under Code Section 2-62 (a)(1).
