Approval of a County Incentive Grant Program grant application to the Florida Department of Transportation (FDOT) for design and construction of the Forest Lakes Boulevard Phase III project between SR 580 and Tampa Road.

Summary:

Approval of this grant application provides an opportunity for the County to receive 50% of the funding needed, or approximately $448,600.00 toward design costs, and approximately $3,397,000.00 toward construction and construction engineering and inspection (CEI) costs for the Forest Lakes Boulevard, Phase III project.  County staff will submit the grant application electronically to the FDOT upon approval by the Board of County Commissioners.

 

Background Information:

The proposed project is intended to widen Forest Lake Boulevard between SR 580 and Tampa Road, upgrading the roadway from a two lane undivided road to a four lane divided road.  Construction improvements will include improved drainage, a 15 foot dual center turn lane, 5 foot wide bike lanes, a 10 foot trail segment on the west side of the road between SR 580 and the railroad tracks, and a six foot wide sidewalk on both sides of the roadway.  In addition, the County will add a lane for southbound traffic on the north leg of Forest Lakes Boulevard and Tampa Road, and restripe the west leg of Forest Lakes Boulevard and SR 580 to provide dual eastbound left turn lanes. 

 

Fiscal Impact:

The County is requesting a 50% match in funding from FDOT for both the design and construction phases.  There is no fiscal impact to the County with this grant application.  The total design cost is estimated at $897,200.00, and the total construction and CEI cost is estimated at $6,794,000.00, for a total anticipated project cost of $7,691,200.00.  Should grant funding be approved, the FDOT will provide up to $3,845,600.00, and the County will provide an equal match funded through the Local Infrastructure Sales Tax (Penny for Pinellas).
