Recommended Action

Approval by the County Administrator to rescind award of the contract with DOer Products and Services, Inc.(DOer) and award the contract to Evoqua Water Technologies, LLC (Evoqua) as the second lowest bidder for annual preventative maintenance and repair of odor control units. 

Approval to request ratification of the award by the Board of County Commissioners (Board) at a later date as the award amount exceeds County Administrator delegated authority.  

Contract no. 167-0188-B (LN) in the revised annual amount of $297,084.56 for a sixty (60) month term total of $1,485,422.80.

Summary:

The County Administrator is requested to rescind the contract award to DOer, as being non-responsible, and award the contract to Evoqua.  DOer was unable to meet contract staffing and documentation requirements, which were due for submittal by the pre-commencement meeting.

In order to provide these essential critical services in an uninterrupted manner, the County Administrator is requested to approve the award to Evoqua with ratification by the Board at a later date. 

 

Background/Explanation:

On May 23, 2017, the County Administrator approved the award of bid to DOer for Preventative Maintenance and Repair of Odor Control Units. This contract provides for bi-weekly, on site preventative maintenance and repairs of odor control units at the South Cross Bayou Water Reclamation Facility and Pump Station 016.

As DOer was awarded a contract but failed to comply with contract conditions, the Purchasing Director will facilitate a suspension of the firm for two (2) years as per County Code Section 2-161-2(b)     

Evoqua is the current provider for these services at the William E. Dunn Water Reclamation Facility.  Evoqua’s total bid submittal is $301,422.80 higher than DOer.

 

Fiscal Impact:

Revised estimated annual expenditure not to exceed:            $   297,084.56

Revised sixty (60) months expenditure not to exceed:            $1,485,422.80

 

 

Funding is derived from the Utilities Operating budget.

 

Delegated Authority:

Authority for the County Administrator to rescind award and award is granted under Code Section 2-176(g) Code Section 2-176 (f) respectively.

 

Authority for the Purchasing Director to suspend a contractor is granted under Code Section 2-161-2(b)
