Approval of the ranking of the firms with Habitat for Humanity of Pinellas County, Inc. (Habitat) as the number one ranked firm for the development of residential property located at 4500 43rd Street North in the Lealman Community Redevelopment Area.

 

                     Habitat was selected as the number one ranked firm through a competitive request for negotiation process to develop twelve single-family homes located at 4500 43rd Street North.

                     Through companion item 23-0951A, the Housing Finance Authority of Pinellas County (HFA) is acquiring twelve parcels from the County.

                     Upon transfer of the subject property, the HFA will develop the agreement (land trust and ground lease) to Habitat for the development of affordable single-family housing.

                     The total development timeline is 24 months, with development of the property commencing within one year of the closing date.

                     Habitat anticipates a total project cost of $2,845,008.00, equaling $237,084.00 per unit.

                     Development and construction funding will be provided by Habitat and from the proceeds of home sales to buyers.

                     There is no fiscal impact to the County.

                     All units built will be sold to income-eligible households earning 80% or less of Area Median Income.

 

Contract No. 22-0642-RN; there is no cost to the County for this project; estimated annual revenue is $3,600.00. All work is expected to be completed within 730 days.

Summary:

Summary

Approval of this item and the companion item will transfer surplus property to the HFA for development of permanently affordable housing. The HFA will retain ownership of the land and provide a long-term ground lease to Habitat. Habitat will develop 12 single-family houses for sale to income eligible households earning 80% or less of the AMI.

The County provided Penny for Pinellas funding to acquire the subject site, the former Broach school site, located at 4500 43rd Street North within the Lealman CRA, for an affordable housing development in 2018.

The site was acquired by the HFA and was leased to Contemporary Housing Alternatives of Florida, Inc. (CHAF) for redevelopment to construct a 28-unit mixed income rental housing community to be known as Greenway Lofts. The HFA and the County executed the Pinellas County Land Assembly Trust-Greenway Lofts Agreement on March 28, 2018, with the HFA serving as the Trustee of the Trust and the County as the Beneficiary. The HFA and CHAF executed a Ground Lease on July 10, 2018.

On July 2, 2021, CHAF notified the County and HFA that CHAF would not be proceeding with the project. On July 21, 2021, the Director of the Housing and Community Development Department executed a Direction Letter to the HFA to terminate the Ground Lease, Memorandum of Ground Lease, and Land Use Restriction Agreements between the HFA and CHAF.

The HFA conveyed the subject site to the County via Special Warranty Deed on August 31, 2021, and a RFN was subsequently prepared for issuance to solicit new proposals and select a new developer to build affordable housing on the property.

Background Information:

The Purchasing and Risk Management Division released a request for negotiation for this project on June 14, 2022. Ranking of firms was determined by an evaluation committee on September 6, 2022.

 

Fiscal Impact:

There is no fiscal impact to the County.
