Chairman to sign and Clerk of the Court to attest.
Contract No. 145-0176-NC, in the amount of $1,651,980.00 from the notice to proceed date for 1,225 consecutive calendar days.

Summary:
This contract is for professional engineering consulting services for the force main project from PS 016 to the SCBWRF. Services to be provided include project management, a preliminary engineering report, design services and other professional engineering services as may be required during the construction of a redundant 36-inch sanitary sewer force main.
The firms in order of ranking are attached on the ranking spreadsheet.
Background Information:
There are two (2) large diameter force mains that transport wastewater from PS 016 on Park Blvd. to the SCBWRF. The primary force main is a thirty-six (36) inch diameter ductile iron pipe that is forty (40) years old. The parallel redundant force main is twenty (20) inch diameter cast iron pipe that is fifty (50) years old. Staff rates both force mains as high risk assets due to failure consequences (environmental impact given the volume of flow) and failure probability due to asset age. The project will enable the thirty (36) inch main to remain as a redundant backup while removing the twenty (20) inch main from service. The proposed force main will be approximately 19,000 linear feet of thirty-six (36) inch diameter pipeline at an estimated construction cost of $10,450,000.
A Request for Qualifications to comply with the Consultants Competitive Negotiation Act (CCNA) per Florida Statue 287.055 was released on April 23, 2015 and the negotiation and scoping process was concluded in December 2015.
The project design and permitting phase and construction phase is expected to be completed within one thousand, two hundred, twenty-five (1,225) consecutive calendar days.
The contract includes fully burdened hourly rates which were negotiated after conclusion of the evaluation process. The rates include all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061 of Florida Statutes.
Fiscal Impact:
Basic services not to exceed: $1,501,980.00
Contingency services not to exceed: $ 150,000.00
Total expenditure not to exceed: $1,651,980.00
Funding for this project is derived from the Sewer Enterprise Fund.
