Recommended Action:

Approval by County Administrator and execution by Human Services Department Director of the Certificates of Acceptance of Subgrant Award and the Attestations and Certification forms for eight (8) Edward Byrne Memorial Justice Assistance Grant (JAG-C) projects. Provide statement of compliance with United States Code regarding communication between government agencies and immigration services.

Summary:

The Florida Department of Law Enforcement (FDLE) is responsible for distribution of state-allocated funds for the JAG-C program.  Execution of the Certificate of Acceptance and the Attestation and Certifications is the official acceptance of the grant award for each JAG-C project. This year FDLE is requesting the County provide a statement of compliance with 8 U.S.C § 1373.

 

Background/Explanation:

The JAG-C applications for the grant project awards being accepted were previously approved by the Board on October 25, 2016. Furthermore, the Service Funding Agreement between the County and funded agencies was executed on November 6, 2016.

Alpha House-Child Abuse Prevention

A therapeutic based program that assists homeless pregnant teens/women and provides child abuse prevention counseling.

Family Resources, Inc.-Community Placement Intake Services
                     $40,620.00
Screening, assessments and case management services at the Pinellas Juvenile Assessment Center.

MORE Health, Inc.-Firearm Safety Lessons
                                                                                    $33,480.00
Firearm safety lessons provided to approximately 11,000 students in 110 public & private schools throughout Pinellas County.

PACE Center for Girls-Spirited Girls!
                                                                                                         $10,000.00
Spirited Girls! curriculum provided to at risk girls ages 11 to 17 that focuses on comprehensive education, social services, and career readiness.

Pinellas County Sheriff-Sexual Predator & Offender Tracking Unit
                     $100,620.00
Gathers intelligence about the movements of Sexual Predators, Offenders and Career Offenders and assure compliance with the provisions of probation or supervised release.

Suncoast Center, Inc. -Forensic Focused Outreach
                                                               $40,000.00
Follow-up care and continued treatment to individuals with mental health and co-occurring substance abuse disorders following discharge from the jail and state prisons.

Westcare GulfCoast-Florida, Inc.-Mustard Seed Inn
                                                               $20,000.00
Supports a recovery support specialist/case manager to assist homeless adults participating in recovery at their Mustard Seed Inn.

Justice Coordination-Planning Grant
                                                                                                         $28,926.00
Funds a portion of the salary costs associated with coordinating and administering JAG-C.

 

Fiscal Impact:

Total JAG-C Award is $289,266.00.  Grant funding has been appropriated in Justice Coordination’s FY17 budget through previous Agenda items.

 

Delegated Authority:

Authority for the County Administrator to sign these documents is granted under Code Section 2-62 (a)(1). Department Director delegated signature authority to sign grant related items.
