Resolution authorizing the submittal of a Public Library Construction Grant application to the Florida Department of State, Division of Library and Information Services for the East Lake Community Library Renovation project.

Recommended Action:

Recommended Action

Adopt a resolution authorizing the submittal of a construction grant application for the East Lake Community Library (ELCL) Renovation Project and any necessary certifications.

 

                     Funds will enhance the recent expansion of the library by performing minor interior renovations, new furnishings, lighting, equipment and technology.

                     Funding in the amount of $170,000.00 will be considered by the 2020 State Legislature. There is a required match of $170,000.00, which is being provided by fund reserves set aside by the ELCL for capital projects. Total project costs are estimated at $340,000.00. If awarded, the effective date will be July 1, 2020.

                     Palm Harbor Community Services Agency approved the request to submit this grant application on August 21, 2019.

                     The Board of County Commissioners approved Resolution No. 16-54 on August 23, 2016 authorizing the submission of an application in the amount of $1.0M for the expansion of the library. The expansion was completed in December 2018.

Summary:

The project will enhance the expansion of the current County-owned library building serving the citizens of East Lake and provide better usage of the building for ad valorem supported library services and programs in the future. Upon completion, sufficient funds will be available to operate the library, which is supported by a municipal services taxing unit levy for this specific purpose.

 

Background Information:

The County received a $1.0M State of Florida budget appropriation in FY16 which increased the total square footage of the building to 8,900 square feet.  The additional funding will enable the library to renovate the interior space of the building and better meet the needs of the citizens. The County Facilities and Real Property Division will provide project oversight. The Office of Management & Budget (OMB) will manage the grant agreement and serve as the primary contact between the County and the State on behalf of ELCL. Upon completion, ELCL will provide all required documentation and copies of paid invoices to OMB for reimbursement. OMB staff will review documentation and subsequently forward to the State for payment.

 

Fiscal Impact:

Requested funding is $170,000.00 and a match of $170,000.00 is required. Match funding is available from ELCL capital reserves maintained within the Palm Harbor Community Service Agency bank account. If awarded, the grant will be built into the ELCL budget request for FY21. There is no direct fiscal impact on the County other than staff support for project oversight and grant administration.
