Approval of the award of bid to Eau Gallie Electric, Inc. for the Construction of the South Cross Bayou Advanced Water Reclamation Facility (SCBAWRF) Electrical Switchgear Replacement (BLA and BLB).
• This project serves as Phase 2 of a 4-year program to replace all the electrical switchgear and generator controls at SCBAWRF that have reached the end of their useful service life
• The scope of this Phase 2 work includes the replacement of the switchgear and electrical controls in Generator 2 Building. The new switchgear will provide better reliability and increased safety to plant operations
• Award recommendation to Eau Gallie Electric, Inc. in the amount of $1,726,000 as lowest responsive and responsible bidder.
• All work is expected to be completed within 450 consecutive calendar days.
• This contract is budgeted under South Cross Bayou Electrical Switchgear Replacement Project 004906A, included in the Capital Improvement Plan, funded by the Sewer Renewal and Replacement Fund and Future Financing in the amount of $21,266,000.00.
Contract 25-0073-ITB-C in the amount of $1,726,000.00 with all work to be completed within 450 consecutive calendar days; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary
This project serves as Phase 2 in the overall Switchgear Replacement program for the SCBAWRF to replace Switchgear BLA and BLB. The existing electrical switchgear infrastructure is more than 30 years old and reached the end of its useful service life. The new switchgear will provide better reliability and increased safety to plant operations.
Following Phase 2 will be Phases 3 and 4 to complete the overall replacement of the switchgear infrastructure purpose of this project is to replace the old infrastructure related to the switchgear located at the SCBAWRF. The existing switchgear components are more than 30 years old and have reached the end of their service life. This contract is necessary to continue with construction phase for South Cross Bayou (SCBAWRF) Electrical Switchgear Replacement. This project will Replace and upgrade 12 electrical switchgear units throughout the (SCBAWRF) Facility. The project will
undergo a 4-year upgrade program, intending to manage (2-3 units) per year.

Background Information:
The Purchasing Division issued an invitation to bid on February 4, 2025; two submittals were received with award recommendation to Eau Gallie Electric, Inc., as the lowest responsive responsible bidder.
The existing Electrical Switchgear has more than three decades of useful life at SCBAWRF. The system has exceeded its useful service life, is in a highly corrosive environment, and needs to be replaced. This overall project is a 4-year program to replace all 12 electrical switchgear infrastructure components at the SCBAWRF. This specific project will serve as Phase 2 of the overall programmed work. Following the Phase 2 work will be the remaining phases until all 12 electrical
switchgear infrastructure units at SCBAWRF are replaced. The complete work is programmed to be completed in four years.
Fiscal Impact:
This contract is budgeted under South Cross Bayou Electrical Switchgear Replacement Project 004906A, included in the Capital Improvement Plan.
Total available funding is the amount of the full project allocation as represented in the approved budget. Available funding more than the recommended not-to-exceed amount is available for other project costs and subsequent phases of construction.
Beyond FY25, funding for this project is identified as Future Financing and is not available for obligation. The FY25 Budget is $5,816,000. One existing contract for phase 1 is encumbered in the amount of $2,603,824. There are $53,927.59 in expenditures for FY25. There is $2,901,149.40 in budgeted funding available.
