Summary
The Environmental Assessment Determinations and Compliance Findings for the Joe’s Creek Restoration and Greenway Trail Project County PID 04116A are to ensure compliance with 24 CFR 50.4, 58.5, and 58.6 Laws and Authorities. This is for the purpose of compliance or conformance determinations for each statute, executive order, or regulation covering airport hazards, coastal barrier resources, flood insurance, clean air, coastal zone management, contamination and toxic substances, endangered species, explosive and flammable hazards, farmlands protection, floodplain management, historic preservation, noise abatement and control, safe source aquifers, wetlands protection, wild and scenic rivers, and environmental justice.

Background Information:
The Joe’s Creek watershed is a 9,256-acre drainage basin located in the south-central portion of the County. The watershed receives large amounts of untreated stormwater runoff that has caused the creek to be impaired for nutrients, biologic indicators, and fecal coliform. The project area consists of commercial, industrial and underserved residential areas that experience localized flooding, including the Lealman CRA. The project will mitigate flooding and improve water quality. A multi-modal transportation corridor will also be provided. The Trail will improve transportation connectivity as well as offer recreational and aesthetic amenities to the community.
No fiscal impact associated with this Environmental Assessment.
The Board of the County Commissioners approved the State of Florida Department of Economic Opportunity Community Development Block Grant Mitigation Program Subrecipient Agreement for Joe’s Creek Greenway Restoration on November 15, 2022.
