Summary:

The first amendment to the agreement with WestCare Gulfcoast-Florida (Westcare) adds residential treatment services to the FDTC grant program. Remaining funds from Year 1 of the grant are being carried forward into Year 3. The County has received approval for the residential services and budget modification from the U.S. Department of Justice.

 

Background/Explanation:

Family Dependency Treatment Court is a voluntary, one-year program that involves recurrent appearances before a drug court judge, substance abuse assessment and treatment, parenting classes and frequent random drug testing. The agreement with WestCare provides substance-abusing parents with clinical supervision, counseling, substance abuse and mental health treatment and case management services. As of July 2018, progress reports indicate that program goals are proceeding well. There have been no reported instances of parental rights termination, parents are attending parenting classes as outlined, the program has retained 87% of participants admitted, and the court anticipates that it will meet or exceed overall service goals.

Largely due to program startup time and hiring of court and contractual staff members, Year 1 of the grant program had unspent funds in the amount of $60,282.00.  The funds are being carried forward from Year 1 into Year 3 for service delivery and residential treatment is being added. 

 

Fiscal Impact:

This amendment carries forward $60,282.00 in unspent grant funds from Year 1 and $4,132.00 in unspent grant funds from Year 2 into Year 3 of the grant for services by Westcare.  The funds are derived from $41,814.00 in Westcare unspent grant funding in Year 1, $18,814.00 in Court-allocated unspent grant funding from Year 1, and $4,132.00 in Westcare unspent grant funding from Year 2. 

This total carryover amount of $64,414.00 (Year 1 and Year 2) is incorporated into grant services under Westcare resulting in a net increase of $18,468.00 (the amount of the Court funding moved to Westcare) to the three-year Westcare agreement to provide additional residential treatment services.  The previous three-year Westcare agreement amount of $492,435.00 will increase to $510,903.00 with inclusion of the $18,814.00 from the Court’s portion of the carryover.

The FY19 contract amount with the incorporation of the Westcare and Court carryover is $235,696.00 (original Year 3 contract budget of $171,282.00 plus a total Year 1 and Year 2 carryover amount of $64,414.00).  Funding in the amount of $149,890.00 was included in the FY19 Human Services budget appropriation for this agreement with a resolution anticipated to appropriate the balance at a later date.   

Delegated Authority:

Authority for the County Administrator to sign this Contract Amendment is granted under Code Section 2-62 (a)(1).
