Approval of the ranking of firms and agreement with Engineering Design Technologies Corp. (EDT) for professional engineering services for the North Water Booster Station Variable Frequency Drives Modification project at the North Keller Plant.

 

                     The contract is for professional engineering services to provide preliminary engineering, design development, permitting, bid phase assistance, construction administration services and all other professional engineering services.

                     Award recommendation is to the number one ranked firm EDT, per the Consultants Competitive Negotiation Act in the amount of $265,999.50.

                     EDT and their subconsultant are certified through the County’s small business enterprise program.

 

Contract No. 189-0497-NC (SS); in the amount of $265,999.50. The design, permitting, bidding and construction administration process are expected to be completed within 756 calendar days. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

This contract is for professional engineering services to provide preliminary engineering, design development, permitting, bid phase assistance, construction administration services and all other professional engineering services for the North Water Booster Station Variable Frequency Drives (VFD) Modification Project at the North (Keller) Plant.

The firms in order of ranking are attached on the ranking spreadsheet.

 

Background Information:

The North Water Booster Station is designed to boost the flow of water from the 60-inch transmission main from the North (Keller Plant) to consumers throughout Pinellas County.  The North Water Booster Station currently has three (3) booster pumps and two (2) re-pumps.  The VFD’s and across the line soft starters that control these pumps were installed in 2001.  Replacement parts for the VFD’s and across the line soft starters are becoming problematic to locate, and the equipment is reaching the end of its useful service life and requires replacement.

The final negotiated agreement includes a not-to-exceed amount of $265,999.50, inclusive of $245,999.50 for basic design services, and $20,000.00 for owner contingency services.

The design, permitting, bidding and construction administration phases are expected to be completed within seven hundred and fifty-six (756) consecutive calendar days.

A Request for Qualifications (RFQ) to comply with CCNA per Florida Statute 287.055 was released August 22, 2019; the negotiation and scoping process was concluded in January 2020.

The contract includes negotiated fully burdened hourly rates including all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061, Florida Statutes.

Funding for this project is derived from the Water Enterprise Fund.
