Recommended Action

Approval and execution by the County Administrator of an Amendment to Subrecipient Agreement with WestCare Gulfcoast-Florida, Inc. (WestCare) for the Fiscal Year (FY) 2021 Family Drug Court Grant program.

 

                     This Amendment provides a 12-month time-only extension of the Office of Justice Programs Office of Juvenile Justice and Delinquency Prevention (OJJDP) FY21 Family Drug Court Program grant funding through September 30, 2025. The Amendment extends the term of the agreement and updates additional terms in accordance with this no-cost extension.

                     The Family Dependency Treatment Court (FDTC) is a collaborative partnership between the County, the Sixth Judicial Circuit Court, and WestCare, and serves adult clients and their families who are suffering from substance use and co-occurring mental health disorders (SUD/COD) and are involved in the justice system as a result of child abuse or neglect. This time only extension is recommended due to lower utilization of services based on a decrease in children entering the child welfare system.

                     The total funding for these agreements remains unchanged from the original three-year grant award of $996,944.00 WestCare will receive to support the FDTC, which provides outpatient and residential SUD/COD treatment to participants.

                     Required in-kind match, totaling approximately $336,546.00 over the three-year period, will be contributed by the Sixth Judicial Circuit and WestCare.

                     Because the is a time-only extension, this amendment will have no fiscal impact on Pinellas County. Funds unexpended in FY24 will be recommended to be carried forward into FY25.

Summary:

This Amendment documents a no-cost extension of unused OJJDP grant funding. The grant funding is allowing WestCare to provide enhanced outpatient and residential treatment services for participants in FDTC. The goal of the FDTC is to reduce child maltreatment and/or neglect, and to support family stabilization and reunification.

 

Background/Explanation:

The Pinellas FDTC was established in 2016 through a three (3) year grant and received an enhancement grant in 2018. The Pinellas FDTC operates within the Circuit’s Pinellas Unified Family Court (UFC) division. The overarching goal of the Circuit’s FDTC is to reduce child maltreatment and support family stability. The Pinellas FDTC focuses on a population of adult parents (ages 18+) with substance use disorders (SUD), many have co-occurring or co-existing substance use and mental disorders (COD). Additionally, these adults have dependency involvement where the child maltreatment or neglect is due to parental SUD.
The County and the grant partners applied for and were awarded a no-cost extension from the OJJDP on March 5, 2024.

 

Fiscal Impact:

This Amendment provides no additional fiscal impact to the County. Funding provided by Grant # 15PJDP-21-GG-04515-COAP. The original Agreement is an amount not to exceed $996,944.00.

$272,421.00 for the project (005105A) has been included in the FY25 Proposed Budget.
