Recommended Action:

Recommended Action

Approval and execution by the County Administrator of the Certification statement for the use of Certified Public Expenditures (CPE) for the Public Entity Medical Transportation program.Body

Strategic Plan:

Deliver First Class Services to the Public and Our Customers
5.2 Be responsible stewards of the public’s resources.

Summary:

The CPE Program is governed by Federal Regulation 42 CFR 433.51. The Program allows certain health care organizations to submit certified public expenditures to draw-down reimbursement for eligible costs from Federal funds as compensation for un-reimbursed medical costs provided to eligible Medicaid recipients. Ambulance transportation is eligible to participate in the program.

Background/Explanation:

Pinellas County Emergency Medical Services (EMS) submitted eligible reimbursements in the amount of $453,326 to Medicaid’s Certified Public Expenditures (CPE) Public Emergency Medical Transportation (PEMT) Program for the State’s Fiscal Year 2017 (FY17). Per the Agency for Health Care Administration (AHCA), Pinellas County EMS is slated to receive reimbursement in the amount of $261,750 from the FY17 distribution as noted on the attached certification form.  Eligible public entities participating in the PEMT program receive a pro-rata share of funds available for the fiscal year disbursement based upon their submittal.  The distribution amount could change should additional PEMT program funds become available.  If that were to occur, as it did for the FY16 disbursement, an additional certification form would need to be executed to receive distribution of the additional funds.

This program period, Pinellas County EMS utilized Intermedix, a consultant who specializes in the PEMT program, to prepare the submittal. The contingency fee for Intermedix is 12% or $31,410 based upon the program distribution.

Fiscal Impact:

Receipt of $261,750.00 in revenue offset by the associated expenditure of $31,410 represents net revenue of $230,340, which will increase FY18 Emergency Medical Services Fund revenue. This is consistent with the FY19 budget submission as it is included in the FY18 estimated revenue and expenditures.

Delegated Authority:

Authority for the County Administrator to sign this Certification Statement for the Use of Certified Public Expenditures is granted under Code Section 2-62 (a)(1).
