Approval of the ranking of firms and agreement with Ajax Building Company, LLC for Construction Manager at Risk services for the new government campus.

                     This contract is for the Construction Manager at Risk services.

                     Seven firms were evaluated by written proposals, with the top four shortlisted firms presenting. The top ranked firm, Ajax Building Company, LLC, is recommended for the award in the amount of $980,188.00 for phase 1 preconstruction services in accordance with the Consultants Competitive Negotiations Act, per Florida Statute 287.055.

                     The initial award amount is for the preconstruction phase; the second phase of the contract will return to the Board of County Commissioners for approval of the Guaranteed Maximum Price (GMP) amendment for construction phase services.

                     The cost of construction phase services is 4.0% of the Cost of the Work.

                     While Small Business Enterprise (SBE) sub-consulting work will not be utilized in phase 1 pre-construction, it's anticipated that phase 2 construction GMP will utilize SBE sub-consulting work as part of construction delivery.

                     This agreement is effective for four hundred sixty-nine days after the issuance of a Notice to Proceed by the County.

                     Funding is budgeted under the Pinellas County Centralized Campus Project 004176A included in the Capital Improvement Plan, funded by previous General Fund transfers to capital for this project.

 

Contract 25-0355-RFQ-CMAR; in the total not to exceed amount of $980,188.00, effective for four hundred sixty-nine days from the date of Notice to Proceed; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

Ajax Building Company, LLC was selected through the competitive CCNA non continuing process as the top ranked firm for Construction Manager at Risk (CMAR) for this project. Upon Board approval of the Preconstruction Services task, Ajax will join the design. As the design progresses towards final plans, Ajax will provide a Guaranteed Maximum Price (GMP) for the project. After Board approval of the GMP, Ajax will begin construction of the project.

Background Information:

A Request for Qualifications (RFQ) to comply with the Consultants Competitive Negotiation Act (CCNA), per Florida Statute 287.055, was released February 13, 2025, with submittals due March 6th, 2025, and presentations held on April 4, 2025.  Negotiations with the top ranked firm, Ajax, commenced on April 7, 2025, and concluded July 2, 2025.

The contract includes fully burdened hourly rates that include all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA). Travel outside of the TBMCSA will be reimbursed in accordance with Florida Statutes.

Pinellas County identified the need to consolidate and relocate government headquarter functions from their current location in downtown Clearwater to a centralized location in the county, in part to improve access to citizen services. The County has completed programming for the development of the New Government Campus that will include facilities for civil and family Courts, administrative services, development, and citizen services. The County’s programming and development goals are focused on long term function, efficiency and fiduciary responsibility with an emphasis on providing best in class citizen services, enhancing employee recruitment and retention, rightsizing and modernizing office space, providing a secure and safe campus for citizens and staff, centralization within the weighted population of Pinellas County, and promoting the use of public and alternate transportation options.  .

 

Fiscal Impact:

Funding is budgeted under the Pinellas County Centralized Campus Project 004176A included in the Capital Improvement Plan, funded by previous General Fund transfers to capital for this project. Available funding in excess of the recommended not-to-exceed amount is available for other costs associated with this project. In the event that future fiscal year funding is not available for this project, the County maintains the authority to terminate this agreement.
