Recommended Action

Approval of the recommended list of highest ranked grant applicants for the second round of the small capital purchase track of the American Rescue Plan Act (ARPA) Nonprofit Capital Project Fund, administered by the Pinellas Community Foundation and funded by Pinellas County’s allocation of ARPA State and Local Fiscal Recovery Fund.

 

                     On May 22, 2023, an independent rank and review committee scored the second round of small capital purchase applications from nonprofits. The list of applications recommended for funding is attached, which will award a total of $2,250,000.00.

                     These funds are budgeted in the ARPA Fund in Fiscal Year 2023.

Award $2,250,000.00 of funding from the small capital purchase track of the ARPA Nonprofit Capital Project Fund as recommended by the Pinellas Community Foundation.

A total of $2,700,000.00 in small purchase applications were submitted by small nonprofit organizations in competition for the $2,250,000.00. Thirty-one of the 38 proposals have been recommended for funding.

Background Information:

On May 10, 2021, Treasury announced the launch of the Coronavirus State and Local Fiscal Recovery Funds (SLFRF), established by the American Rescue Plan Act of 2021 (ARPA), to provide $350 billion in emergency funding for eligible state, local, territorial, and Tribal governments.

The Coronavirus SLFRF provide substantial flexibility for each jurisdiction to meet local needs, including support for households, small businesses, impacted industries and nonprofits, essential workers, and the communities hardest hit by the crisis. These funds also deliver resources that recipients can invest in building, maintaining, or upgrading their water, sewer, and broadband infrastructure.

Pinellas County received $189,381,543.00 from the SLFRF. All ARPA funds must be obligated by December 31, 2024, and spent by December 31, 2026.

The Pinellas County Board of County Commissioners approved the ARPA SLFRF Spending Plan in concept on January 11, 2022, and an amended Spending Plan on May 24, 2022. The Spending Plan includes a $19,000,000.00 budget for a Nonprofit Capital Project Fund. On June 21, 2022, the Board of County Commissioners approved an agreement with the Pinellas Community Foundation (PCF) to administer the ARPA Nonprofit Capital Project Funds.

A total of $5,000,000 for small capital projects was allocated for recommendations of award to nonprofits. On November 15, 2002, those recommendations were made to the Board of County Commissioners for round one of small capital purchases with a total award distribution of $2,250,000. Of the 38 eligible proposals submitted, 31 of the applicants that received awards were fully funded.

On June 13, 2023, recommendations were made to the Board of County Commissioners for round one of the large capital projects with a total award distribution of $10,500,000. Applications were received by 19 organizations, of which 12 were recommended for award. The Board of County Commissioners fully funded eight requests and partially funded the remaining four.

To date, the Board of County Commissioners has awarded a total of $12,750,000.00 form the ARPA Nonprofit Capital Fund to Pinellas County nonprofits, assisting with their small and large-scale capital needs.

 

Fiscal Impact:

Awarding the second round of the small capital purchase track of the ARPA Nonprofit Capital Project Fund has a total fiscal impact of $2,250,000.00 which is budgeted in FY23.
