Summary:
The purpose of the grant agreement is to continue funding an existing County program to characterize air toxics and assess trends in ambient levels. Data will be used to measure progress in meeting goals for reducing air toxics emissions and associated health risks.
The Agreement provides the County a total of $162,000.00 for the first project year. Subsequent annual amendments for each project year of federal appropriations will be necessary.
Background/Explanation:
This program has been ongoing since 2004. The County’s air program is recognized by the USEPA, State of Florida, and Department of Environmental Protection as an approved local air pollution control program eligible to receive federal grant funding from the USEPA. The County has the authority, through prior agreements, to protect air quality through the implementation of federal and state air pollution rules and regulations.
Fiscal Impact:
The funding is for $162,000.00 ($100,416.00 in federal dollars and $61,584.00 in USEPA in-kind services) for the project period July 1, 2021 to June 30, 2022. This action approves funding for the project’s first-year budget cycle. The grant provides 100% reimbursement for project costs up to and not exceeding total federal funding of $162,000.00. No County match is required.
The total estimated expenditure and associated reimbursement is included in Public Works Environmental Management’s Air Quality operating budgets for FY 2021 and FY 2022. This grant is consistent with the FY 2021 Adopted Budget and FY 2022 Budget Request.
