Approval of the agreement with Trane US Inc. for Central Energy Plant (CEP) maintenance and services

 

                     This contract provides operational and maintenance support for the CEP to provide chilled water and air conditioning to buildings in the downtown Clearwater area.

                     The new agreement is a 36-month term for $760,244.00 with an annual fee, labor, and overtime rates for emergency services including $100,000.00 for emergency services/repairs. The agreement has services removed: landscaping, lighting, janitorial services, plumbing, water treatment, electrical coverage, and fire alarm/protection.  These services are being provided by County contractors resulting in a 7% reduction as compared to pricing from Trane US Inc.

                     This agreement replaces the prior contract with the same vendor awarded for a 60-month term for $2,359,945.42.

                     Funding for this contract is included in the FY 2023 Amended Budget and the FY24 Proposed Budget. Funding is from the Operating Budget of the Department of Administrative Services which is funded in the General Fund.

 

Contract No. 23-0573-N, in the total not-to-exceed of $760,244.00 with an estimated annual expenditure of $253,414.66 for a thirty-six-month term; Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

The agreement with Trane US Inc is to provide on-going service and maintenance at the Pinellas County Central Energy Plant (CEP), consisting of three (3) chillers for the supply of chilled water and air conditioning at eight (8) locations: 14 S. Ft. Harrison, 324 S. Ft. Harrison, 400 S. Ft. Harrison, 310 Court Street, 315 Court Street, 440 Court Street, 333 Chestnut Street, 420 Bay Avenue - The Oaks.

The scope of services for technical components remains unchanged from prior contract no 145-0269-M. However, the following additional services have been removed from the prior contract to the new contract: landscaping, lighting, janitorial services, plumbing, water treatment, electrical coverage, and fire alarm/protection.

Background Information:

On March 12, 2013, the Board of County Commissioners approved the agreement for Trane to complete design and construction of the CEP and piping distribution system through the streets of downtown Clearwater to six (6) County-owned buildings.

On October 2nd, 2015, the County Administrator approved contract no. 145-0269-M to approve the sale and purchase of chilled water capacity and services with the condominium complex, Oaks of Clearwater to increase revenue for the Central Energy Plant operations in the amount of $1,067,870.00 over the five (5) year term.

The Central Energy Plant does not have capacity today for additional customers to purchase chilled water; adding customers would require additional capital equipment and come at a major expense to the County.

 

Fiscal Impact:

Estimated thirty-six (36) month expenditure not-to-exceed: $760,244.00.

 

Estimated average annual expenditure: $253,414.67.

 

Above total includes $100,000.00 for additional unanticipated services with fixed hourly rates should the need arise.

 

This contract is sufficiently budgeted for in FY24 to meet the average annual expenditure. Funding is derived from the Operating Budget of the Department of Administrative Services’ Facilities and Real Property Division.
