CSXT OP No. A43621 and County PID No. 000413A, for an increase in cost of $194,351, and a revised completion date from January 26, 2016 to December 31, 2017. Chairman to sign and Clerk of the Court to attest.

Summary:
This amendment is necessary to remove instead of replace an existing industrial spur rail crossing at this location that is no longer in use. This will result in reconstruction of one crossing instead of two, as well as extend the date for completion of the work. The County initially made this request to CSXT, however, they felt that replacement was a better option. After further consideration, CSXT agreed the secondary crossing should be removed due to safety and long term maintenance concerns.
The additional estimated cost of $194,351 represents additional signal relocation work, additional plan review for re-design, removal of secondary rail crossing, an increase in the number of days for flagging services, and an increase to the contingency allowance. Per the terms of the agreement, CSXT will invoice the County for actual costs incurred.
Background Information:
This amendment request is in line with the original design the County requested through CSXT, although this change will result in an increase in cost. County staff initially proposed that removing the additional crossing was the best design alternative to improve safety at this location, which would result in a smoother surface and lower long-term maintenance costs. However, CSXT preferred to replace the second rail crossing at a lower project cost. Once the construction agreement was fully executed, CSXT reconsidered the design and approached County staff to modify the design and remove the second rail crossing. The time extension is needed to modify the original design plans.
The Board of County Commissioners entered into the original agreement on January 26, 2016 for the reconstruction and replacement of railway-highway grade crossings as part of CSXT’s systematic maintenance and railway improvement program. Project activities include moving, modifying, or relocating train preemption circuitry and crossing warning devices, installing new cables, and rebuilding grade crossing with a pre-fabricated tieless tub style concrete crossing. The County will be responsible for the maintenance of traffic and for reconstructing the roadway to match the new railway elevation.

The County's total revised cost of $649,382 is budgeted in the Capital Improvement Program. The source of funding is provided by the Infrastructure Sales Tax (Penny for Pinellas): Transportation and Traffic Flow, Rail Crossing Improvements allocation.
