Approval of Locally Funded Agreement and Three-Party Escrow Agreement with the Florida Department of Transportation (FDOT) for the design and construction of a new bridge on Ridgemoor Boulevard at Brooker Creek Bridge.
• Agreement for County funding to cost share on the design, construction, and construction inspection services of a new 135-foot bridge, located in County right of way, to replace the existing bridge on Ridgemoor Boulevard at Brooker Creek.
• FDOT will manage design and construction, as well as provide construction inspection services for the Project. County will provide $2,966,339.00 in funding and FDOT will provide $3,750,000.00.
• Total estimated Project cost is $6,716,339.00.
• Associated Three-Party Escrow Agreement is for the purpose of establishing an escrow account to be utilized by FDOT for Project costs. The County will place $253,825.00 in the escrow account by December 1, 2023, and $2,712,514.00 by March 7, 2025.
• FDOT’s contractor to begin construction work in June 2025.
• The funding for this award is budgeted in the Adopted Capital Improvement Plan, under project 005749A Ridgemoor Boulevard Bridge Replacement Interlocal Agreement with FDOT, in Fiscal Years 2024-2025, funded by the Penny for Pinellas.
• The County is responsible for any costs over and above the estimated total cost of $6,716,339.00; however, the County can terminate the Agreement if the additional funds are not available.

The Agreement includes County funding for design, construction, and inspection services of a new 135-foot bridge, located in County right of way. The new bridge replaces the existing 120-foot flat slab off-system bridge, on Ridgemoor Boulevard over Brooker Creek. The FDOT will be responsible for providing design, construction, and post-design services including managing CEI.
The associated Three-Party Escrow Agreement is for the purpose of establishing an escrow account to be utilized by FDOT. The County will place $253,825.00 in the escrow account by December 1, 2023 and $2,712,514.00 by March 7, 2025 to be used by FDOT for Project costs. The anticipated total project cost is $6,716,339.00. The County is responsible for any costs over and above the estimated total cost of $6,716,339.00; however, the County can cancel the agreement if the additional funds are not available. Construction work is scheduled to start in June 2025. The Agreement is effective upon execution and will remain in effect until project completion.

Background Information:
The Ridgemoor Boulevard over Brooker Creek, Bridge number 154153, is classified as structurally deficient. It has been evaluated and found to be scour critical. Additionally, the bridge deck and superstructure elements are classified as poor due to large spalls in the deck underside and water leakage between the deck slab units. The bridge is currently being inspected on a 12-month cycle (a 24-month inspection cycle is considered normal) due to its poor condition.
Beginning in 1994 and concluding in 2013, FDOT performed geotechnical and structural analyses and field inspections and determined that the Bridge piles are embedded twenty (20) feet or less below the current mudline - resulting in the scour critical and structural deficient designations. Replacement or scour preventive measures are required by FDOT within six (6) years after a bridge is classified as structurally deficient.
Strengthening/modifying the bridge substructure to resist a scour condition will not improve the poor deck and superstructure ratings, therefore, complete replacement of the bridge is warranted. A second benefit to a complete bridge replacement is that it will permit a 24-month inspection cycle, freeing money to fund other projects.
Fiscal Impact:
The FDOT project cost estimate is $6,716,339.00. The County will place $253,825.00 in the escrow account by December 1, 2023 and $2,712,514.00 by March 7, 2025.
If the negotiated consultant fee amount or the accepted bid amount plus allowances is in excess of the deposited amounts, the County will provide an additional deposit within fourteen (14) calendar days of notification from FDOT so that the total deposit is equal to the negotiated consultant fee amount or to the bid amount plus allowances or will notify the FDOT of the intent to cancel if the funds are not available. If actual cost of the Project is less than funds provided, the excess will be refunded to the County.
