Approval of the ranking of seven firms responding to RFP No.190-0031-NC for professional engineering services pertaining to W.E. Dunn Off-Site Reclaimed Pump Station Improvements project and agreement with the top ranked firm, Ardurra Group, Inc.

 

                     This contract is for professional engineering services consisting of preliminary engineering, design development, and construction administration services for the W.E. Dunn Off-Site Reclaimed Pump Station Improvements project.

                     Award recommendation is for the Ardurra Group, Inc. per the Consultant Competitive Negotiation Act in the amount of $752,557.11.

                     Three Small Business Enterprise (SBE) firms are included with Ardurra’s submittal for structural engineer, electrical engineering, and instrumentation and controls services for combined SBE fees of $221,572.11, or approximately 29% of the total award.

 

Contract No. 190-0031-NC (SS); in the amount of $752,557.11. The design, permitting, bidding and construction administration process are expected to be completed within nine hundred and ninety consecutive calendar days. Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary:

This contract is for professional engineering services consisting of preliminary engineering, design development, and construction administration services for the replacement of the five vertical turbine pumps, replacement of four automatic strainers on the discharge side of the pump station, and replacement of the existing in-plant RCW flow meter. Additionally, the design will incorporate a maintenance of plant operations plan.

The firms in order of ranking are attached on the ranking spreadsheet.

 

Background Information:

The existing Off-Site Reclaimed Water (RCW) Pump Station at the W.E. Dunn Water Reclamation Facility (WEDWRF) supplies reclaimed water to the County’s reclaimed water distribution system and provides RCW for in-plant use at the WEDWRF. An energy baseline evaluation conducted at the plant noted that the existing pumps were extremely inefficient, with poor performance resulting in high energy consumption. Based on current and future demands, the existing pumps at the off-site pump station are all significantly undersized and need replacement to achieve their rated capacity.

The final negotiated agreement includes a not-to-exceed amount of $752,557.11, inclusive of $684,557.11 for basic design services, and $68,000.00 for owner contingency services.  The design, permitting, bidding and construction administration phases are expected to be completed within nine hundred and ninety consecutive calendar days.

A Request for Qualifications (RFQ) to comply with CCNA per Florida Statute 287.055 was released October 14, 2019; the negotiation and scoping process was concluded in April 2020.

The contract includes negotiated fully burdened hourly rates including all labor, direct/indirect overhead margins/profits, and travel within the Tampa Bay Metropolitan Statistical Area (TBMSA).  Travel outside of the TBMSA will be reimbursed in accordance with Section 112.061, Florida Statutes.

 

Fiscal Impact:

Basic Services not-to-exceed:                      $684,557.11

Contingency:                      $  68,000.00

Total expenditure not-to-exceed:                      $752,557.11

 

Funding for this project is derived from the Capital Improvement Program: Sewer Renewal and Replacement allocation, funded from the Sewer Funds.
