Recommended Action:

 

Approval by the County Administrator of the Modification No. 1 to the Grant Agreement with the United States Environmental Protection Agency (USEPA) for Fine Particulate Matter Ambient Air Monitoring Network Support.

 

                     Modification No. 1 provides additional funding in the amount of $29,579.00 USEPA grant funds for project period April 1, 2025, to March 31, 2027.

                     USEPA will reimburse County 100% of project costs. No County match required.

                     Funding supports on-going collection of data for ambient air concentrations of fine particulate matter and compliance with National Ambient Air Quality Standards.

                     Signature is not required on Agreement.

                     Funding for this agreement is included in the FY 2026 Operating Budget in the General Fund portion of the Public Works Department budget.

Summary:

Modification No. 1 is to continue funding an existing County program to protect air quality with additional funding in the amount of $29,579.00 USEPA grant funds for project period April 1, 2025, to March 31, 2027. USEPA will reimburse County 100% of project costs. No County match is required.

The primary objective of this project is to collect quality assured data on ambient air concentrations of fine particulate matter as well as chemical composition and precursors, in accordance with USEPA requirements and standards.

Funding for this grant agreement is included in the FY 2025 Adopted and FY 2026 Proposed Annual Budgets of the Public Works Department in the General Fund. There is no signature required for the Agreement. 

 

Background Information:

This grant program has been ongoing since 1998. The County’s air program is recognized by the USEPA and the State of Florida Department of Environmental Protection as an approved local air pollution control program eligible to receive federal grant funding.  The County has the authority, through prior agreements, to protect air quality through the implementation of federal and state air pollution rules and regulations.

 

Fiscal Impact:

Modification No. 1 provides additional funding in the amount of $29,579.00 for the project period April 1, 2025, through March 31, 2026. The grant provides 100% reimbursement of eligible costs. No County match is required.

 

EPA is funding this agreement incrementally. There is no guarantee of funding beyond the first year. The Total Approved Assistance Amount identified on Line 12 of the budget table of this award is contingent upon the availability of appropriated funds, EPA funding priorities, and satisfactory progress in carrying out the activities described in the scope of work.

 

Funding for this agreement is included in the FY 2026 Operating Budget in the General Fund portion of the Public Works Department budget.

 

Delegated Authority:

Authority for the County Administrator to approve the Modification No. 1 is granted under Code Section 2-62 (a)(1).
