Sitting as the Pinellas County Emergency Medical Services (EMS) Authority, approve the following appointments/reappointments to the EMS Medical Control Board for a two-year term ending April 2024.
• Appointment of Mr. Matthew Novak as a Hospital Administrator representative. Mr. Novak is the President of Mease Countryside and Mease Dunedin hospitals.
• Reappointment of Ms. Nancy Hopkins as a Hospital Administrator alternate representative. Ms. Hopkins is the Director of Patient Services with BayCare Health System.
• Reappointment of Mr. Michael Irvin as a Hospital Administrator representative. Mr. Irvin is the CEO of HCA Florida Pasadena Hospital.
• Appointment of Ms. Kelly Malloy as a Hospital Administrator alternate representative. Ms. Malloy is the Vice President of Operations for HCA Florida Pasadena Hospital.
• Reappointment of Ms. Amelia Russell as a Hospital Administrator representative. Ms. Russell is the Chief Nursing Officer for HCA Florida Largo Hospital.
• Appointment of Ms. Diane Conti as a Hospital Administrator alternate representative. Ms. Conti is the Assistant Chief Nursing Officer for HCA Florida Largo Hospital.
• Reappointment of Dr. Joseph Namey as the Pinellas County Osteopathic Medical Society representative. Dr. Namey is a hospitalist and Program Director Internal Medicine for HCA Florida Largo Hospital.
• Appointment of Dr. Anthony Ottaviani as the Pinellas County Osteopathic Medical Society alternate representative. Dr. Ottaviani is the Executive Director of the Pinellas County Osteopathic Medical Society.
• Reappointment of Dr. Krista Gillis as an Emergency Physician, Trauma Center representative. Dr. Gillis is an Emergency Physician at Bayfront Health St. Petersburg.

Background Information:
The Pinellas County Code, Section 54-60, established a Medical Control Board (MCB) consisting of four licensed physicians specializing in emergency medicine from facilities in Pinellas County, four Pinellas County hospital administrators, one emergency physician appointed by the Pinellas County Medical Association, one emergency physician appointed by the Pinellas County Osteopathic Society, and one (1) emergency physician from a trauma center located within Pinellas County.
The MCB is an advisory body to the Authority and to the EMS Medical Director. The MCB is given specific review and approval authority pursuant to Section 54-60 of the Pinellas County Code subject to overriding Florida Law. The objectives of the MCB include the following:
a. Advise the Authority on matters pertaining to emergency medical services.
b. Advise the EMS Medical Director on issues of clinical policy and practice.
c. Review and approve applicable protocols and procedures.
d. Review the performance of all system components to include the EMS Medical Director, the ambulance contractor, the first responder contractors, and the Continuing Medical Education contractor.
e. Provide a liaison between the medical community at large and the EMS system.
f. Provide opinions regarding medical community consensus to the Authority and the EMS Medical Director.
