Approval of Modification No. 1 and attachment L to the Hazard Mitigation Grant Program Subgrant Agreement with the Florida Division of Emergency Management (FDEM) for replacement of span wire supported traffic signals with mast arm traffic signals.

 

                     Modification No. 1 provides additional federal funds of $5,046,649.75 for project related costs and $150,000.00 for subrecipient management costs for a total maximum reimbursement of $9,252,966.75.

                     Modification extends Subgrant Agreement end date from July 31, 2023, to July 31, 2026.

                     Modification No. 1 reduces the project locations from 16 to 12.

                     County cost share increases from $2,090,275.00 to $3,034,322.25 total.

                     Funding is reflected in the Amended Fiscal Year 2025 Capital Budget, budgeted under the Countywide Traffic Signalization Improvements Project (004183A), funded by the Local Infrastructure Sales Surtax (Penny for Pinellas) and federal grant funding.

Summary:

Summary

Modification No.1 provides additional federal funding in the amount of $5,196,649.75. Total federal funding for the Subgrant Agreement is now $9,252,966.75, of which $150,000.00 is available for SRMC. The Subgrant Agreement approved by the Board of County Commissioners on August 11, 2020, provided $3,906,317.00 in federal funds with a non-federal share of $2,090,275.00. As part of Modification No. 1, the Budget and Scope of Work, Attachment A to the Subgrant Agreement, is modified. Finally, the Subgrant Agreement term is extended through July 31, 2026.

Funding will be used to support the installation and/or upgrade of mast arm signals in place of span wire at twelve (12) intersections in the County, that are located along hurricane evacuation routes. As part of Modification No. 1, the number of intersections was reduced based on increased project costs and coordination with FDEM. The mast arms in place of span wire will help improve the safe, efficient flow of traffic countywide in the event of an emergency such as a hurricane

Background Information:

During Hurricane Irma in September 2017, traffic signals hung by span wire fell or became damaged from storm-force winds. The fall of span wire resulted in traffic signals becoming inoperable, blocking access on the roadway and creating dangerous situations. Mast arm traffic signals in place of span wire at the twelve (12) locations will ensure that evacuation routes remain open, and emergency personnel have access to the main roadways post-storm.

HMGP funding is allocated based on the result of a Presidential Disaster Declaration. Funding for this HMGP was a result of Hurricane Ian. HMGP uses a three-tiered funding system, which allows FDEM to reallocate unobligated funds to other eligible projects. As the County realized increased project costs after the initial award, FDEM coordinated to identify additional HMGP resources to assist with the increased costs associated with Subgrant Agreement H0394.

The Agreement includes contingency funds, which are not automatically available for use, but which can be re-budgeted with prior approval from FDEM

 

Fiscal Impact:

Funding is reflected in the Amended FY25 Capital Budget, budgeted under the Countywide Traffic Signalization Improvements Project (004183A), funded by the Local Infrastructure Sales Surtax (Penny for Pinellas) and federal grant funding.
