Recommended Action

Approval of the Third Amendment of the Memorandum of Understanding (MOU) with the Pinellas County School Board for funding increase to the hurricane shelter retrofits.

 

                     Board approval for the original MOU and Capital Improvement Program (CIP) funding occurred on February 9, 2021, in the amount of $1,563,373.00.

                     Board approval for the First Amendment to the MOU and CIP funding occurred on May 7, 2024. Increased funds to $4,500,000.00.

                     Board approval for the Second Amendment to the MOU and CIP funding occurred on May 20, 2025. Increased funds to $5,500,000.00.

                     Third Amendment increases funding for the CIP Emergency Sheltering Project Number 004180A from $5,500,000.00 to $6,000,000.00 for a total increase of $500,000.00.

                     The increase is due to the addition of Campbell Park Elementary to the program.

                     Funding for this project is reflected in the Adopted Fiscal Year 2026 Capital Budget, budgeted under the Emergency Sheltering Project 004180A, funded by the Local Infrastructure Sales Surtax (Penny for Pinellas).

 

Authorize the Chairman to sign and the Clerk of the Circuit Court to attest.

Summary

The MOU and Exhibit B2 provide the PCSB with up to $6,000,000 in Pinellas County CIP funds.  The purpose of funding is to harden specific school buildings with improvements to meet minimum safety standards for a hurricane shelter designation and increase shelter capacity for Pinellas County residents.  This agreement makes use of allocated FY21 Capital Improvement Program funds for Emergency Sheltering and adds one (1) additional school to the program, Campbell Park Elementary.

Background Information:

Pinellas County recognizes the need for additional hurricane shelter spacing in an After-Action Review post Hurricane Irma.  An internal study was conducted how to best utilize current facilities to expand capacity and/or update locations to meet specifications and minimum standards for a hurricane shelter designation.  The original MOU and CIP request were approved in February 2021. 

Pandemic related supply chain shortages and cost increases prompted a cost analysis in late 2022.  During this second review, it was discovered additional work was needed to harden the identified facilities to meet hurricane code.  One of the pre-identified nine schools was removed from the project due evacuation zone changes.  Changes brought about significant cost increases and prompted the first amendment before the Board in May 2024.  A second amendment was approved in May 2025 due to a materials change.  This third amendment is for the addition of Campbell Park Elementary to the program.

 

Fiscal Impact:

Funding for this project is reflected in the Adopted FY26 Capital Budget, budgeted under the Emergency Sheltering Project 004180A, funded by the Local Infrastructure Sales Surtax (Penny for Pinellas).
