Approval and execution by the County Administrator to accept a Public Transportation Grant Agreement (PTGA) with the Florida Department of Transportation (FDOT) in the amount of $200,000.00 to design and construct new taxiways at the St. Pete-Clearwater International Airport (PIE).
• The Airco site is approximately 130 acres in size and is located adjacent to PIE’s airfield, with aeronautical and non-aeronautical sections.
• An Environmental Assessment was completed in February 2020 with the Federal Aviation Administration’s Finding of No Significant Impact.
• Taxiway “D” will run roughly parallel to PIE’s primary Runway 18-36 and will terminate at Taxiway “G” and the end of Runway 36. Taxiway “G3” is an existing angled taxiway that will be reconstructed to meet current FAA Airport Design requirements.
• The estimated total design cost for the two taxiways is $750,000.00. PIE intends to use $200,000.00 through this FDOT PTGA and $550,000.00 will be funded out of the Airport’s CIP fund.
• The grant expires in 2025.

Summary:
The PTGA (formerly called a Joint Participation Agreement or JPA) will assist PIE in funding the design and construction of two new taxiways adjacent to the former Airco golf course. The taxiways are designated as “D” and “G3”.
Background/Explanation:
The project involves the design and construction of taxiways associated with the Airco Development project. The Airco site is approximately 130 acres in size and is located adjacent to PIE’s airfield. The parcel includes aeronautical and non-aeronautical sections. Currently, there is no connectivity between the Airco parcel and PIE’s airfield. In order to begin to develop the Airco site, the taxiways need to be designed and constructed.
The expiration of the grant is June 25, 2025.
Fiscal Impact:
This PTGA may be used for both design and construction of the two taxiways. The PTGA will be used to fund primarily the design of the project but can be used towards the construction if all the funding is not used.
Estimated design budget:
Florida Department of Transportation (FDOT) PTGA (26.7%) $ 200,000.00
Airport Revenue & Operating Fund (73.3%) $ 550,000.00
TOTAL $ 750,000.00
This agreement was not anticipated during the FY21 Adopted Budget. Design for the Construct New General Aviation Taxiways project (PID 000034A) will not begin until FY22. This grant will be included as part of the FY22 budget development cycle.
