Summary:

This request seeks to reject all bids received for surface water work order services.  Staff has determined that it would be beneficial to modify the delivery method pertaining to this contract and potentially utilize more than one (1) firm.  The requirements for surface water work order services will be re-procured as a Request for Qualifications (RFQ). The intent is to have several qualified vendors awarded the opportunity to provide quotes for individual projects (or groups of projects) based upon their ability to perform. The utilization of an RFQ process should provide improved pricing as a firm will not have to factor long term pricing strategy as is typical for traditional work order contracts.  In the meantime, the current contract for these services will be extended.  It is anticipated the RFQ will be released in the near future.

 

Background/Explanation:

The bid for a surface water work order contract was released on September 2, 2016 and opened on October 27, 2016.  The bid was a two-step process where four (4) vendors were prequalified to submit pricing.

Authority for the County Administrator to reject all bids is granted under Code Section 2-176(g).
